To determine which rural households are qualified for the benefits of the programme, there are six criteria. They are as follows:

• Families without a working adult member aged 16 to 59 years.
• Female-headed households with no adult male members aged 16 to 59 years.
• Households consist of a single room with improvised walls and a roof.
• Households are classified as Scheduled Castes or Scheduled Tribes.
• Households with impaired individuals and no non-disabled relatives to assist.
• Landless households rely on manual labour as their primary source of income.
