Land records are maintained by the local authority or the revenue department of a state. Land records are legal documents that contain details regarding property ownership and transactions. The Digital India Land Records Modernization Programme (DILRMP) is an initiative by the central government to digitise land records in the country. Until recently, the land records were maintained through the conventional paper-based system, which resulted in loss or decay of documents. Thus, to enhance transparency and accuracy, the government introduced the DILRMP portal.

 

What is DILRMP?

The Digital India Land Record Modernization Programme (DILRMP) is an initiative by the Ministry of Rural Development, Government of India to digitise land records. It was introduced under the ‘Digital India’ campaign with the objective of enabling easy access to land records for citizens, minimising land disputes and improving transparency in the land records maintenance system. The DILRMP was approved by the Cabinet on August 21, 2008. It was earlier known as the National Land Records Modernization Programme (NLRMP).

The Ministry of Rural Development has created the DILRMP technical manual and guidelines document. The manual offers comprehensive insights into the programme’s implementation strategies, monitoring and review mechanisms and detailed procedures for modernising land records.
