In Delhi, one can apply for a legal heir certificate online and offline. Those who are not comfortable with performing this task online, can also visit a common service centre to apply for a surviving member certificate, the nomenclature used for the certificate in the national capital.
How to apply offline for a surviving member certificate in Delhi?
Fill out the relevant application form, attach copies of all the necessary documents and submit it to the concerned SDM or tehsildar office. We will outline the applicable proforma, documents and other requirements in the subsequent sections of this guide.

How to apply online for a surviving member certificate in Delhi?
The application for a surviving member certificate can be made on the e-Delhi official portal. Copy and paste the following address to your browser, to reach the Delhi e-district services page: https://edistrict.delhigovt.nic.in/
Before proceeding, you will have to register on the website.
Once you input your Aadhaar number and the captcha code, a detailed form will be available.
Fill in all the required details to register.
Once registered, you can apply for a surviving member certificate, by filling out the following form online.
Once all the details are filled in, submit your application and upload all the necessary documents.

Documents to be submitted with the application
- Identity proof of the applicant and all the surviving family members (any one is mandatory)
- Aadhaar Card
- PAN card
- Ration Card with photo
- Voter ID card
- Passport
- Driving licence
- Any government-recognised document
- Present/permanent address proof of the applicant (any one of the following)

- List of surviving members, if more than four, in the following format:
- Singed copy of the self-declaration form along with the application form.
- One passport-size coloured photograph of the applicant and all the surviving family members (5cm x 4.5cm or 2”x1.75”).
- Should include a full face, a front view and open eyes.
- Should be of the full head from the top of the hair to the shoulder.
- Should be in a plain white or off-white background.
- There should not be any shadows on the face or background.
- Should have a natural expression (closed mouth).
- Should not include sunglasses or hats.
Note:
- In case you are applying at a CSC, self-attested copies of the original documents must be produced.
- Physical verification of some documents may be necessary at the counter, even in the case of online applications.
- A scanned copy of the original self-declaration has to be uploaded while applying online and the original declaration has to be submitted to the concerned SDM/tehsildar/CSC personally or through speed-post/registered post along with the application.
