Procurement of land and getting approval for a change of land use (CLU) is a key requirement when looking to set up a business or industry in the region. If an owner of agricultural land in Gurgaon wants to use the land for residential, industrial or commercial purpose, they must apply for the CLU, without which any construction work on agricultural land is considered illegal.

What is change of land use in Gurgaon?
Any land in India is categorised as agricultural, industrial, residential, commercial, institutional, or public. If a landowner in Gurgaon wants to change the use of land for a specific purpose, they can apply for a procedure known as change of land use (e.g. from residential to commercial or from agricultural to residential) with the state’s land revenue department. They must apply to obtain a Change in Land Use (CLU) permission or certificate.
In Gurgaon, applicants can avail of the online facility for CLU procedure or e-CLU. This enables them to file a CLU application on the official website and complete the payment of the relevant fee for land situated in a Controlled Area under the Gurugram Metropolitan Development Area (GMDA). Through the e-CLU, the GMDA authorities verify the application and documents, providing faster approval.
How to apply for change of land use in Gurgaon?
- Go to the official website of the Gurugram Metropolitan Development Area (GMDA) at gmda.gov.in
- Click on ‘Change of Land Use’ service from the ‘Online Services’ option.
- Click on Registration/Login. First-time users must register on the website by entering their email ID and phone number.
- After completing the registration, login to the account using your login credentials.
- Click on ‘Apply for CLU’ option.
- An instruction manual will be reflected on screen when applying for CLU Haryana online.
- Click on ‘Next’ below the instruction manual.
- Provide details, such as name/company name, Aadhaar number, company’s registration number (if applicable) and email ID.
- Click on ‘Next’. Submit details, such as the tehsil and village where the land is located, proposed company name use, activity of property, and Khasra Number. Submit details in case there is an unauthorised construction on property, or any FIR was filed on it by any authority.
- Click on ‘Next’ button. Upload all the supporting property documents.
- Click on ‘Pay Now’ button to pay the fees. For Haryana, the charge to convert government-controlled land for residential purposes is Rs 210 per square metre.
Documents required for CLU process in Gurgaon
- CLU1 Form: It is the application form to CEO, GMDA, for CLU permission.
- Financial and Technical Capacity Form: This document is required if the proposed land use is ‘institutional’ (to be used for an educational, medical, or religious purpose)
- Land utilisation plan of property
- Project report of intended use of property
- Jamabandi or Record of Rights (RoR) of the land parcel on which the property is located
- Mutation certificate
- Lease/sale deed of property
- Khasra Girdavari
- Shajra plan or cadastral map of property
- Site plan
- Survey map
- No Objection Certificate (NOC) from the Land Acquisition Office
- Registration Certificate and Memorandum of Article & Association (If there is a company on the property)
- NOC from the Forest Department
- NOC from the Haryana State Pollution Control Board
- NOC from District Town Planner (Planning) for Natural Conservation Zone (NCZ)
- NOC from Road Authority (if the property is located on a schedule road/National Highway)
- Consent of the applicant for the composition of unauthorised construction done without approval on the applied site (if applicable)
- Detailed building plans and site plans of the unauthorised construction (if applicable)
CLU procedure after application submission
- After submitting the documents online along with the requisite fees, the field office will scrutinise it and forward the application to the Assistant Town Planner (ATP) for recommendations.
- The documents will be forwarded to the District Town Planners (DTP) for recommendations. If the application is not in order, the applicant may have to re-submit the application. If the application is approved, it is forwarded to Chief Town Planner (CTP) for recommendations and later to the CEO for approval.
- The CLU is issued if the application is in order and all the compliances are met.
- After the CLU certificate is issued, the building plan should be submitted within six months, and the building construction should be completed within two years of the date of the CLU application.
- The applicant is required to apply for the Building Occupation Certificate within two years from the date of issue of the CLU.
- If the CLU applied is not implemented within two years from the date of issue of CLU, GDMA may provide an extension for 1 + 1 year. The first-year extension will be decided by the CEO, GMDA, and if the project is not completed, CLU extension for another year may be granted by the Haryana government. This will be subject to the applicant furnishing genuine reasons for not completing the project within the stipulated time.
