Students with a Non-Creamy Layer Certificate are also eligible for specific allocations at prestigious educational institutes like IIT and IIM. The OBC NCL certificate is granted by the Tahsildar of the relevant State Government.

 

Eligibility criteria for OBC NCL Certificate

Applicants for an OBC NCL certificate must demonstrate that they fall under the OBC category’s “non-creamy layer.” For this purpose, the government has established eligibility criteria for issuing this certificate. 

If the combined yearly household income of the individual and his or her dependents is less than Rs. 8 lakh, then the individual is considered to be in the “Non-Creamy Layer Income” category. 

A person is eligible for an OBC NCL certificate if the government employs his or her parents in any capacity (for example, in the Group D or Group C categories).

The candidate is also qualified for this certificate if the central government employs him or her in a group B position. (Non-Creamy Layer Income) However, this only holds true if the guardians in question will not receive any kind of central government income, such as a pension.

Women whose husbands will be working for the central government may also submit an application for the certificate provided they meet the requirements.
