Jeevan Pramaan is a biometrics-enabled digital service for retirees. Pensioners from the federal, state, or any other government agency are eligible to use this service.
The pension payments made by various governmental entities serve as the main source of income and sustainability for more than one billion pensioner families in India: About 50 lakh retirees from the Central Government, as well as a comparable amount from the various State and UT Governments and other government organisations.
Pensioners from numerous public sector organisations are included in this. Additionally, the amount of Army and Defense Personnel receiving pension exceeds 25 lakhs.

Why is life certificate necessary for pensioners?
One of the main requirements for retirees is to submit life certificates to approved pension disbursing organisations, such as banks and post offices, in order for their pension to be credited to their account.
How to get life certificate for pensioners?
The person receiving the pension must either personally go before the pension disbursing agency to obtain the life certificate, or they must have the life certificate granted by the authority where they previously served and have it forwarded to the disbursing agency.
The simple requirement of personally appearing before the disbursing agency or obtaining a life certificate frequently proves to be a significant barrier to the smooth distribution of pension funds to the pensioner.
It has been noticed that this leads to significant hardship and unneeded bother, especially for elderly and disabled pensioners who are frequently unable to appear before the relevant authority to obtain their life certificate.
In addition, many government workers decide to relocate once they retire, either to be closer to their families or for other reasons. This creates a significant logistical challenge when it comes to receiving their full pension amount.
What is Digital Life Certificate for pensioners?
The Digital Life Certificate (DLC), or Jeevan Pramaan, is a digital service equipped with biometric technology, designed for pensioners. It serves pensioners from both central and state governments, as well as those associated with organisations like the Employees’ Provident Fund Organisation (EPFO) or other government bodies where the pension is managed by agencies equipped for the Digital Life Certificate (DLC) service. This service eliminates the need for pensioners to physically visit the office responsible for pension disbursement to submit a life certificate. Instead, they can utilise the Aadhaar-enabled biometric authentication mechanism to generate their DLC.
India Post Payments Bank (IPPB), making use of the extensive postal network provided by the Department of Posts (DoP), has integrated with the application developed and maintained by the Indian’ government’s National Informatics Centre (NIC). This integration allows IPPB, with its unique capability to provide doorstep services to pensioners in an assisted manner, to facilitate the generation of the Digital Life Certificate. Notably, this service is accessible to both IPPB and non-IPPB customers.
How to get life certificate for pensioners online?
To access the Digital Life Certificate (DLC) service, customers have several convenient options. They can either reach out to their nearest post office or request a doorstep visit from a postman. The Department of Posts has introduced the ability to schedule a doorstep visit using the Post Info app or through the website http://ccc.cept.gov.in/covid/request.aspx.
The issuance of the Digital Life Certificate is a smooth, paperless process, ensuring a hassle-free experience, and the certificate is generated instantly. Following successful completion, a Pramaan ID is generated and shared directly with the pensioner by the National Informatics Centre (NIC). Once the Pramaan ID is obtained, pensioners can download their DLC via the following link: https://jeevanpramaan.gov.in/ppouser/login.
It’s important to note that for every successful generation of the DLC, a nominal fee of Rs 70 will be applicable. However, there will be no additional charges for doorstep services for both IPPB and non-IPPB customers when obtaining the DLC.
What do you need to generate digital life certificate?
To generate the Digital Life Certificate (DLC), certain prerequisites must be met:
- The pensioner must possess an Aadhaar number.
- The pensioner’s Aadhaar number should already be linked with the pension disbursing agency, which could be a bank or post office.
- An active and registered mobile number is essential.
Moreover, it’s important for the pensioner to have the following details readily available:
- Type of pension
- Disbursing agency
- Sanctioning authority
- Account number (pension)
- PPO number
If the pensioner has previously generated the DLC in the preceding years, these details will be auto-populated, simplifying the process.
