What is Pune Property Tax 2025?

Property Tax Pune is an annual tax that a property owner has to pay to the Pune Municipal Corporation irrespective of the type of property- residential, commercial or industrial he owns. According to law, one cannot default payment of the Property Tax Pune Corporation. Initial defaults may lead to penalties and if not taken seriously, the PMC has the authority to attach and auction the property. Reports mention that the PMC, till March 31, collected around Rs 2,350 crore property tax for the financial year 2024-25.

 

Update: PMC fails to reflect 40% rebate on 2025–26 property tax bills

Despite the reinstatement of the 40% property tax rebate for self-occupied homes, the PMC has not printed this discount on the 2025–26 property tax bills. Civic activist Vivek Velankar pointed out that, although the municipal commissioner and PMC staff had agreed to include the rebate details on the bills, the actual documents lack this information. This oversight has led to confusion among taxpayers, making it unclear whether they have received the rebate. 

Previously, the PMC had assured residents that those who submitted the PT-3 form would automatically see the rebate reflected in their bills and would not need to reapply. However, the current situation suggests a disconnect between administrative promises and execution.

Residents are advised to verify their property tax bills carefully. If the 40% rebate is not indicated, they should contact their local ward office or the PMC’s property tax department to seek clarification and ensure the rebate is applied.

The Maharashtra government in 1970 had passed a resolution granting 40% property tax Pune discount to self-occupied residential properties. This was implemented because of the damages to properties due to flooding of Mutha River caused by the Khadakwasla Dam burst, Pune’s biggest disaster. However, this was rebate on house tax Pune was discontinued in 2019.

Addressing several petitions, the Maharashtra State Legislative Assembly on August 3, 2024, passed a Bill allowing the Pune Municipal Corporation (PMC) to continue giving 40% discount on property tax Pune for self-occupied residential properties.

Following this order, the PMC which collected complete Pune Property Tax from April 1, 2019 without any discount announced that it will refund the excess amount in four phases over four years.

How to get 40% discount on Property Tax PCMC 2025?

This 40% rebate is only for properties falling under the PMC jurisdiction. One has to check with PCMC to know more about any rebates that they offer. 

PCMC offers a 10% rebate on property tax payments. Rebate for this financial year will include a 5% rebate, with an additional 5% discount if paid online by June 30, 2025, bringing the total benefit to 10%

Where to submit the PT 3 form?

The PT 3 form, supporting documents and fee can be submitted at the PMC citizen facilitation centres, regional ward offices and Peth Inspectors’ offices.

It’s important to note that, as of now, there is no provision for online submission of the PT-3 form; physical submission is mandatory.

Should the PT 3 form from PMC be submitted every year?

All citizens who have submitted the PT-3 form already need not reapply to avail discount for FY 2025-26, confirmed the PMC officials. The 40% tax rebate will reflect in the bills of all people who have already submitted the form.

How to pay the Property Tax PMC online?

What is the last date to pay the PMC Property Tax?

For the first half of the year (April-September), the last date to pay the PMC Property Tax is May 31. For the second half of the year (October- March), the last date to pay the PMC Property Tax is December 31. After these due dates are passed, the owner will have to pay a penalty. However, since, the bills will be distributed by May 1, 2025 only, the PMC is allowing the citizens of Pune to pay their property tax at discounted rates till June 30, 2025.

As per the PMC, many people are availing the rebate and then leasing their property to tenants. To combat this, the PMC is doing a survey on all properties who have claimed the 40% tax rebate. If any property is found to have availed the rebate but let on lease, the rebate will be revoked and the owners will be asked to pay the difference in property tax. Additionally, the property will be reclassified as rented.

PMC has withdrawn the 40% property tax discount for over 2.2 lakh properties found to be rented or with multiple houses.

The non-payment of PMC Property Tax will lead to the property owner being penalised by the municipal body. Note that a property may be fined an interest of 5 to 20% on the property tax that has to be paid if he defaults on the payment.

No amnesty scheme for Property Tax Pune defaulters

All property tax defaulters of 2024-25 should pay their PMC tax by May 31, 2025. While there were discussions happening on PMC introducing amnesty scheme for property tax defaulters, the Maharashtra government has taken a strong step against it. The state doesn’t want to put honest property tax payers in a disadvantageous position. The PMC Property Tax department doesn’t want to offer relief to defaulters. The PMC has strongly mentioned that people pay up their defaulted property tax to avoid penalty and punitive actions against them. The PMC is looking at offering a discount of 0.5% for property owners who will settle their property tax dues at the upcoming Lok Adalat.

This is a welcome move by the PMC especially since there were people sentiments floating that mentioned that PMC instead of planning any schemes for honest PMC Property Tax payers offered Abhay Yojana to tax evaders and some repeat tax evaders.
