e Gram Swaraj Portal: Everything you need to know

To digitise gram panchayats in India and to promote e-governance across panchayati raj institutions, the government launched the eGramSwaraj portal on April 24, 2020. The e Gram Swaraj portal, which was launched along with its mobile application by prime minister Narendra Modi on the National Panchayati Raj Day, will enable people to access information related to panchayat development works in every village.

What is e Gram Swaraj app?

The e Gram Swaraj portal is a web-based portal for maintaining online records of gram panchayats, focusing on ensuring transparency in the decentralised planning, progress reporting and work-based accounting for the panchayati raj institutions. It is referred to as a Simplified Work Based Accounting Application for Panchayati Raj.

The eGramSwaraj portal will serve as a single platform providing comprehensive records of panchayats in all villages and their works, from planning to implementation under the Gram Panchayati Development Plan (GPDP). The portal https://egramswaraj.gov.in/ has been launched as part of the E-Panchayat Mission Mode Project of the Ministry of Panchayati Raj (MoPR). The e Gram Swaraj portal is also available in Hindi language, which you can select from the portal’s home page.

The portal has been developed under the e Gram Swaraj Yojna by integrating the functionalities of existing applications under E-Panchayat Mission Mode Project. The e Gram Swaraj portal subsumes Priasoft, PlanPlus, ActionSoft, among other applications. Priasoft refers to Panchayati Raj Institutions Accounting Software.

e Gram Swaraj portal: Registration process

The e gram panchayat system enables citizens to view financial progress reports and approved panchayat plans without signing into the portal. The data is entered into the system by the Panchayat Raj Institution (PRIs). The state agency will approve or disapprove request by PRIs for login ID creation. Here is a step-by-step guide for the registration process:

All the Panchayat Raj Institutions (PRIs) will be required to register the Digital Signature Certificates (DSCs) on the eGram Swaraj website for their respective maker and checker. The DSC must be approved by the immediate higher authority, such as the state, district, or block agency.

A maker maps the bank branch created by the district admin for creating the panchayat’s bank account, adding or modifying the opening balance for mapped schemes, and adding beneficiaries for making payments to them through the system. A checker user is entrusted with the task of DSC management on the system.

 

e Gram Swaraj login: How to log into the portal?

Step 1: Visit the e gram swaraj.gov.in website.

 

  

Step 2: Click on ‘login’ option given on the top right side of the home page of the e Gram Swaraj portal.

 

 

Step 3: Enter your username and password and submit the captcha code. Cick on ‘Login’ button on the egramswaraj.gov.in page.

The various modes for eGramSwaraj login include Admin Login, Maker Login and Checker Login.

 

e Gram Swaraj mobile application

Citizens can download the eGram Swaraj mobile application through Google Play Store. The application allows users to check the progress of activities led by the PRIs.

E Gram Swaraj portal latest news

About 2.54 lakh Gram Panchayat Development Plans (GPDPs) were uploaded on eGS for the financial year 2021-22. The panchayats undertake the task of uploading GPDPs through the planning module eGS.

Also, online payments to vendors or service providers are made using the eGS-PFMS Interface known as eGSPI. As many as 2,32,190 panchayats have onboarded e-Gram Swaraj – PFMS Interface, and 1,99,235 panchayats have made online payments of over Rs 70,000 crores, including all the onboarded schemes through e-Gram Swaraj – PFMS Interface.

Furthermore, the Ministry of Panchayati Raj has introduced ‘Audit Online’, an online application that facilitates auditing of panchayat accounts and maintaining audit records. It will ensure timely audit of panchayat accounts, including receipts and expenditures of gram panchayats.
