This initiative aims to prevent document forgery, illegal property registrations and property-related scams.  This guide provides a detailed explanation of the purpose of the E-Swathu Karnataka portal, its features, and the steps to download Form 9, Form 11, and Form 3. This is a user-friendly website for you- whether you are a government official, a property owner or a buyer.

What is E-Swathu Karnataka?

The E-Swathu Karnataka portal maintains up-to-date records of property ownership and physical details for properties within each Gram Panchayat jurisdiction. Property owners can download Form 9 and Form 11 directly from the portal or the E-Swathu app.

The platform also facilitates the updating of property details in cases of inheritance, transfer of ownership, gifting of property, land acquisition for government projects, court cases, restrictions, liabilities etc. Through the E-Swathu login, property owners can share their property details with the Gram Panchayat, as well as other relevant government departments, courts, and town planning offices. Note that the E-Swathu website is in Kannada and one should ensure that this language is known to him or he takes assistance from someone knowing Kannada.

The ‘Form 9’ is also known as the A-Khata document and is created by the gram panchayat specifically for non-agricultural properties under their jurisdiction. It is issued under the Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) 2006 (Rules 2008, Amendment Rules 2013).

How to download Form 9, Form 11, and Form 3 from the E-Swathu Portal?

To download any of the three forms, log in to the E-Swathu portal and access the dashboard.

Download Form 9 on E Swathu Portal

  1. Go to the Form 9 section on the E-Swathu website dashboard.

  2. Enter the property details such as the survey number and village name.

  3. Click on Generate Form 9 and download the PDF format of the document.

E-Swathu: Digitally signed Form 9, Form 11

While the applications are filed offline at the gram panchayat office, all forms and extracts are issued online through E-Swathu portal. These forms are digitally signed by the Panchayat Development Office (PDO) and do not require the ink signature of any official. Each certificate issued through E-Swathu has a unique certificate number, printed under heading ‘ಪ್ರಮಾಣ ಪತ್ರದ ಕ್ರಮ ಸಂಖ್ಯೆ’

Another means to check if the certificate is genuine is to read the 2d-barcode printed on the certificate that contains the digital signature of PDO. In addition to having a water mark, each paper is numbered which is printed in the top right hand corner.

Note that every Form-9 and Form 11 is issued on secured stationery with a hologram present on it. However, this system exists in only three districts- Bangalore, Bangalore (Rural) and Ramanagara.

What are the fees for using E-Swathu online services?

These payments can be made using UPI, credit card, debit card. For every document for which a fee is collected, you will receive a receipt with the date and place of issue printed on it.

Time taken by Gram Panchayat to issue of Form-9

Issue of Form-9 by the Gram Panchayats (ತೆರಿಗೆ ನಿರ್ಧರಣಾ ಪಟ್ಟಿ/Alteration to assessment register) is known as a Sakala Service. According to the state government, each Gram Panchayat will be given 45 days for issue of Form-9 for the first time. Subsequent issues of copy of Form-9 and Form-11 will be within 03 days from date of application on payment of prescribed fee.

How to register and login on E-Swathu Karnataka portal?

To register on E Swathu portal, visit https://e-swathu.kar.nic.in/(S(wd2bjymguxhzsfdxxqsiwla4))/Citizen_login.aspx

Click on Create account and then enter details like user name, mobile number, enter OTP, email id, password, password confirm and click on save details. You will have the e Swathu login details.

Once you have the login credentials, enter mobile number, password and click on Login.

How to add property to E-Swathu portal?

  1. Log in to the E-Swathu portal using your login ID and password.

  2. Select the addition of new property details and fill in all required information. Click on ‘Ulisu Aasthi’ and save.

  3. Select the owner and fill in the requested details, such as GP, liabilities, rights, survey number, and save.

  4. Enter electricity and registration details and save.

  5. Form 9, Form 11, or Form 3 will be created on E-Swathu.

  6. Next, click on the application number and choose “Karyadarshiya Anumodanege Sallisu.”

  7. When you click on “Forward,” the forms created will be sent to the Gram Panchayat office for verification and, finally, to the Panchayat Development Officer (PDO).

  8. The PDO will verify the application for Form 9 and Form 11. One of the following actions will be taken:

    1. Approve the application

    2. Return the application

    3. Reject the application
