Certain neighbourhoods tend to be more congested due to popular eating establishments and the college populace. However, there are plenty of calm spots on Pali Hill. Carter Rd is nearly always busy with people walking for exercise, so you'd have to go early in the morning or late at night to find some peace and quiet. Water is also readily available. Although water is available, it is not pure or transparent (making it unsafe for drinking).
