Why is Patta Chitta important?

Types of Patta
- Natham Patta: It is issued to those who do not have own house in their revenue village.
- AD Condition Patta: It is the circular Adithravidar Nalan Dasildar who is responsible for dividing the landless tribals and Adithravidars into various plots of land. The Patta is signed by the individual governor along with the photo of the Patta holder.
- Land Handover Patta: The government allocates free land to ex-servicemen, poor people of the backward class, etc. referred to as the land handover belt.

Is Patta and TSLR extract same?
TSLR or Town Survey Land Register refers to a document similar to a Patta and issued for Gramathu Natham land from the Tahsildar office. Gramathu natham land refers to unutilized land, which does not belong to anyone. TSLR is issued when the land is under Panchayat government whereas Patta is issued when the land is under municipal government.
What is the cost of online Patta in Tamil Nadu?
One can view Patta online and download the document from the official website of Department of Revenue. However, individuals need to pay Rs 100, if they are getting a mutated patta or transferring the ownership in the patta.

Step 1: For online chitta patta access, log on to the official site at https://eservices.tn.gov.in/eservicesnew/index.html
Step 2: Opt for the View Patta & FMB/Chitta/TSLR Extract’ option.
Step 3: Enter details such as taluk, village, ward, survey number, etc. and proceed. Note that the drop-down menu will show a list of all the districts except Mayiladuthurai which is the 38th and the newest district of the state, which was announced in December 2020.
Step 4: When you submit, you will get a certificate from the Town Survey Land Registrar online with details about your property. This certificate will have all details about locality, type of land, land, survey number details, etc. that you can get online.

How to apply for Patta Chitta offline in Tamil Nadu?
- Visit the Taluk office or Village Administrative Officer (VAO)/ Tehsildar’s office in your area and submit a request for Patta Chitta.
- The applicant must fill a form or submit a letter requesting the patta chitta extract, mentioning the purpose of the request.
- Applicant must furnish supporting documents such as Aadhaar card and land details such as the village name and survey number.

How to change name in Patta Chitta?
You cannot change the name on the Patta online. This is possible only by making a physical visit to the village administration office (Tehsildar’s office). When at the office, ask for the Patta Name Transfer Application form. Keep handy the sale deed, tax receipts, electricity bill and encumbrance certificate, as you may need to show these. Fill the form and submit the signed form, with the documents and necessary application fees. It may take up to 30 days for the changes to reflect and a new Patta to be issued. Then, the applicants in Tamilnadu can view the status of Patta Name change online using their application ID by visiting the official portal.

- The original sale deed is required, as well as a photocopy of this deed, which will be verified. These need to be submitted in the tehsildar’s office.

Is Patta required for flat registration in Tamil Nadu?
Patta is the legal document required land-related transactions and is not applicable for flats. No patta is issued to an owner of a flat as the individual only has an undivided share in the land on which the property is built.

In case a land owner dies without leaving behind a Will, the heir apparent can get the patta chitta transferred to their name. In case the late owner has left a Will, his legal heirs can get the patta chitta transferred in their names after mutual consultation under the succession law. If the land is sold, the patta chitta is transferred in the name of the buyer.
You must apply for the transfer of Patta. The application needs to be submitted in the respective tehsildar’s office. Do carry photocopies and original documents of the sale deed, tax receipts, electricity bill and encumbrance certificate, when applying for transfer of Patta Chitta.

Cases where a Patta is transferred
- If a property owner, having a Patta in his name, dies intestate (without leaving a will), his legal heirs are eligible to have Patta for the property in their names.
- If one leaves a Will, then the Patta can be transferred to the beneficiary after getting consent from the immediate heirs.
- In case of the purchase or sale of properties, one can have the Patta directly in the name of a purchaser or a transferee.

Patta Chitta: Beware of fake documents
In 2018, Tamil Nadu’s Registration Department came up with the idea to phase out paper-based Pattas and introduce geo information system (GIS) based registration in which land would be marked using geo coordinates. The facility was added in an updated version of the Simplified and Transparent Administration of Registration (STAR 2.0). Apart from paperwork being reduced drastically, it addressed the problem of fake Pattas. In Tamil Nadu, fake Patta Chitta adangals have been a problem, with cases cropping up every now and then. The authorities are taking steps to prevent instances of use of fake Chitta Pattas. An aggrieved person can file a declaratory petition under Section 34 of the Specific Relief Act,1963 before the relevant court.
How to cancel a Patta of land issued to another person by taluk office?
Keep all the original and registered documents handy and write to the concerned tehsildar office via registered post. In the next 30 days, make a visit to the concerned office. If this does not work, you may have to approach the revenue office with the necessary details and proof.

- Click on View A-Register Extract option from available options

- Farmers can log in to the portal https://www.tnesevai.tn.gov.in/ to enter details of crops and download the Adangal extract copy upon payment of the prescribed fees.

- Farmers can click on the option to download e-Adangal. They will be required to provide a Citizen access number (CAN) or search using the registered mobile number.
- The next step will be the verification of the OTP.
- Next, they must select the survey number and proceed by clicking on ‘pay now’.
