28 states offer online property, land registration: Govt

The NGDRS is a common, generic and configurable application developed for registration departments in India.

A total of 28 states/union territories have adopted the National Generic Document Registration System (NGDRS) for land record, says the department of land resources. According to the department, these states are conducting online property and land registration. These states have started sharing data on the NGDRS portal through user interface/API, the department said in an official statement on April 24, 2023.

A project initiated by the department of land resources under the rural development ministry, the NGDRS is a common, generic and configurable application developed for registration departments in India. The application is specifically designed for the use of sub-registrars, citizens and apex users from registration departments. Offering a complete user interface for property and document registration, the application enables citizens to proceed with land buying online. They can find out the circle rate for land, calculate property valuation and understand land type before making the purchase.

 

26 states adopted Bhu-Aadhaar

Latest data show that the unique land parcel identification number (ULPIN) or Bhu-Aadhaar has been adopted by 26 states/UTs while pilot testing for this is done in 7 more states/UTs. Some states are also using ULPIN on the SVAMITVA (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas) portal.

It begs a mention here that India plans to completely digitise land records by March 2024, and allocate a bhu-aadhaar to each and every land parcel in the country.

As on April 18, 2023, computerisation of record of rights (RoRs) has been completed in 622,030 (94.62%) villages out of 657,403 villages. Data also show that 12,872,020 cadastral maps have been digitised (75.62%) out of 1,7022,935 maps. Also, cadastral maps have been linked to RoRs in 422,091 villages (64.21%) out of 657,403 villages.

 

Over 92% SROs computerised

Out of the total 5,303 sub-registrar offices (SROs), 4,922 (92.82%) have been computerised, and 4,031 (76.01%) are integrated with revenue offices, the department said.  On the other hand, 3,297 (85.73%) modern record rooms (MRRs) have been established out of sanctioned 3,846 MRRs.

The department is implementing the Digital India Land Records Modernisation Programme (DILRMP) since April 2016 with 100% funding by the Centre. The department has achieved 100% expenditure target of the Budget Estimates of Rs 239.25 crore fixed in respect of the DILRMP for the year 2022-23.
