What is IGRS AP?

Inspector General of Revenue and Stamps Andhra Pradesh (IGRS Andhra Pradesh), collects revenue for the state through stamp duty, registration charges and transfer duty.  Registration of document with IGRS is very important as once registered they become public information, thus making it easy for authentication. At IGRS, while stamp duty is levied on property purchase and transfers, a registration fee is levied on transfer of ownership of immovable property. IGRS AP also known as IGRS Andhra Pradesh is Andhra Pradesh’s oldest department that provides authenticity to the documents that are registered.

IGRS AP: How to calculate stamp duty?

The IGRS AP is responsible for collecting stamp duty and registration charges.  To help people know the exact amount they have to pay as stamp duty, it has a stamp duty calculator that calculates stamp duty to be paid  based on type of property, location and configuration of the property.

On the homepage under the Duty and fee details section, select service from drop down box.

Services include conveyance, gift, gift in any other case, mortgage- with possession, mortgage-without possession, partition, partition among others, release, release of Benami right, sale of immovable property, settlement, settlement in favour of others, agreement of sale cum G.P.A, development/ construction agreement cum G.P.A, agreement to sell with possession, other cases.

Stamps and registration charges vary across states. AP stamps and registration department charges the current stamp duty at 5% of the property’s cost and the AP registration charge at 1% of the property’s cost. The IGRS AP charges transfer duty at 1.5% of the property cost. This is levied in accordance to the provisions mentioned in the AP Gram Panchayats Act,1964 and the AP Municipalities Act, 1965.

Under AP stamps and registration, stamp duty is a levy that states in India charge from home buyers to change the property title and transfer it to the buyer’s name. A sort of documentation charge, AP registration charge is the additional charge they have to pay to AP stamps and registration department over and above the stamp duty for property’s AP registration.

Documents to be registered with IGRS AP

1. Gift deed of immovable property.
2. Non-testamentary instruments like sale, mortgage, partition, release, settlement of immovable property, which operate to create, declare, assign,transfer, limit or extinguish currently or going forward, any right, title or interest, whether vested or contingent, of the value of one hundred rupees and upwards, to or in immovable property.
3. Non testamentary instruments that accept the receipt or payment of any consideration on account of the creation, declaration, assignment, limitation or extension of any such right, title or interest.
4. Leases of immovable property.
5. The documents containing contracts to transfer for consideration, any immovable property for the purpose of Section 53A of the Transfer of Property Act, 1882, shall be registered if they have been executed on or after the commencement of the Registration and Other Related Laws (Amendment) Act, 2000 and if such documents are not registered with AP stamps and registration on or after such commencement, then, they shall have no effect for the purposes of the said Section 53A.

IGRS AP: Stamp duty and AP registration fees for registration of a will

Note that for the will deed, there is no stamp duty to be paid to the AP registration and stamps department. However, a will deed attracts AP registration charges. During the lifetime of the testator, AP registration of a will costs Rs 100  plus the user charges. For AP registration of the will after the death of the testator, the registration fee of Rs 100 has to be paid. Along with this, enquiry fees including batta and processing fees at actuals will be collected.

How to do online payment of AP stamps and registration charges?

By logging on to https://www.shcilestamp.com/estamp_stateandhra.html,you can get an entire list of e-stamping centers in Andhra Pradesh, where you can get the AP stamps and registration done by making payment by bank transfer, cheque payment or issuing a demand draft, among other options for the stamps and registration AP payment.

 

 

 

After logging on to the SHCL portal, you have to first create a user ID and password, if you are not yet registered with them. Once your ID is activated, sign in on the website. To pay stamps and registration AP, click on the ‘pay stamp duty’ tab located on the left. On the online e-stamp payment page, select the state as Andhra Pradesh from the drop-down box. Click on self-printing of e-stamping certificate and select the AP registration and stamp duty type, which varies across states. Proceed to the next page and key in all the details. Proceed to pay, by selecting the mode of payment (debit card, net banking or UPI). After the AP registration and stamps duty payment is successful, click on the print e-stamp certificate. IGRS AP: How can I do EC search?

You can search for Encumbrance certificate by following one of the below  mentioned ways

• Document number and year of document
• House number or old house number or apartment name situated in a city/ town/village with optional flat number and colony/locality/habitation
• Survey number in a revenue village and optionally described by a plot number.
• Note that district and SRO office selection is mandatory under all three of the above mentioned options.

IGRS EC: How to search for EC AP?

On the AP registration portal on registration.ap.gov.in is the IGRS AP EC, the EC (Encumbrance certificate AP) search facility.

Note that at times when the server is busy or under migration, you may not be able to avail of the EC search AP or the AP EC search. Then, for AP stamps and registration EC, you may be required to visit the concerned sub-registrar’s office (SRO), or get the IGRS EC through the Meeseva portal- which also give online EC AP.

However, under normal circumstances, you can avail of the IGRS AP EC service on the IGRS AP portal.

For getting the EC AP certificates before 1983, you will have to approach the SRO at the AP stamps and registration EC department.

To search for Andhra Pradesh stamps and registration EC (EC search AP)., click on encumbrance certificate under Services on the IGRS EC homepage. You will be led to http://rs.ap.gov.in/APCARDECClient/ where you can get the AP EC eEncumbrance statement.

How can I check my encumbrance certificate online?

Step 1: Look for ‘New Initiatives’ under which you will find the ‘Online EC’ option. This tab will lead you to getting you’re AP EC online..

 

Step 2: Provide details, including your name, password, mobile number, Aadhaar number, user id, password, email address and residential address to IGRS AP. Next on the IGRS AP page, enter the captcha to proceed with the AP stamps and registration EC that is also referred as the IGRS EC Andhra.

 

 

Step 3: If you already have a user id and password, for encumbrance certificate AP -IGRS EC Andhra, you can skip Step 2 and login using your credentials and do as directed, to obtain the online EC AP.

IGRS Andhra Pradesh: How to get AP EC through MeeSeva?

MeeSeva is an online service portal working in sync with AP registration department. Note that revised MeeSeva services user charges from April 11, 2022 are Rs 40 for Category-A and Rs 50 for Category B.

To get IGRS EC through the Mee Seva online franchise, firstly go to the Meeseva portal on http://www.meeseva.gov.in/DeptPortal/UserInterface/LoginForm.aspx and click on authorised service provider for your online EC AP.

You will reach https://apdept.meeseva.gov.in/APSDCDeptPortal/UserInterface/Admin/MeeSevaCentresList.aspx  to proceed for getting your AP encumbrance certificate.

 

 

After this, for EC in AP, you have to submit an application to AP stamps and registration EC department with all the necessary documents to the operator. Also, processing fees have to be paid for AP stamps and registration EC. Once approved, you will get confirmation of your IGRS EC/ AP encumbrance certificate as a SMS on your registered mobile number.

How do I download files from IGRS AP?

Step 1: To get IGRS CC Andhra Pradesh, go to the official website of the AP IGRS EC or click  here.

Step 2:For the IGRS CC Andhra Pradesh, on the EC Andhra Pradesh website, you will be required to fill in details, such as the district, SRO, registered document number, registration year and captcha and then proceed to submit the details to IGRS AP EC. How to verify encumbrance certificate online on IGRS AP?

Step 1: On the official website of the IGRS EC , proceed to ‘Services’ and click on ‘Verify EC’ to get your  online EC AP verified.

IGRS AP: How to do search by name on all documents/GPA search?

On the IGRS AP website, click on search by name under the services tab. You will be led to a new page on the IGRS AP portal, where after reading the agreement of access, click on submit.

You will led to another page where you have to key details like surname of first name/ middle name/ last name, select district, select the SRO, search made by – applicant’s name, captcha and click on submit.

IGRS Andhra Pradesh: Anywhere registration

Under IGRS AP, when SROs under a district registrar’s jurisdiction are merged with the district registrar’s office, they are treated as one sub-district and all the sub-registrars working here are joint sub-registrars. These joint sub-registrars will have concurrent jurisdiction and people are allowed to register any property situated in the said sub-district at any of these joint SRO offices. During the COVID-19 pandemic this facility helps citizens to get their property documents registered in any of the joint sub-registrar offices present in that district.

The IGRS AP has come up with CARD central architecture with its central servers located at state data centre in Hyderabad. In the central architecture which provides anywhere registration, all the data linked to each sub-registrar office are placed. It contains the data on jurisdiction, market value, prohibited properties list, past index data and document image data pertaining to all the documents registered in the past through CARD. This enables the registration on anywhere basis. Presently,  anywhere registration is available across 38 registration districts of the IGRS AP.

IGRS AP: Online land mutation n Andhra Pradesh.

Under the auto-mutation of land rights in IGRS AP, the state aims to bring a transparent system and provide respite to farmers. Previously, farmers had to visit the tahsildar offices and MeeSeva centres for land mutation and AP land registration search. According to the amendment in the Andhra Pradesh Record of Rights in Land and Pattadar Pass Books Act,1971, AP registration IGRS will also handle land transfer records  (ROR-1B Adangal). These will be available online for free on http://meebhoomi.ap.gov.in/SearchAdangal.aspx. Following this, within 30 days, the tahsildar’s attestation and addition of details in revenue records will be completed, after which an e-passbook will be given.

The auto-mutation project was taken up in Kankipadu mandal of the Krishna district in 2019, on a pilot basis. Now, the Andhra Pradesh government has extended this facility to all other districts including IGRS Nellore, IGRS Kurnool and IGRS Vijayawada.

IGRS AP rolls out CARD PRIMME starting September 1, 2023

Starting September 1, 2023, Computer Aided Administration of Registration Department(CARD) PRIMME  is rolled out by IGRS AP. This will simplify the registration process.  Once an applicant submits the form online, he can immediately book a slot and visit the registration office to complete the formalities. Andhra Pradesh e-Stamping services launched 

Chief minister YS Jagan Mohan Reddy launched the e-stamping services virtually that will help in easy registration process. With this facility, Andhra Pradesh citizens can make documents of the property for registration, pay stamp duty and registration fees directly, transfer cheques online etc. on their own.

Currently the service is available in 1,400 centres  and will be offered in another 1000 centres going forward.

IGRS AP: Online land registration system

IGRS AP recently launched an online land registration service in Andhra Pradesh- The Jagananna Bhoo Hakku-Bhoo Samrakshana Pathakam (resurvey and resettlement) programme.

Under the new public data entry system, property owners can upload their land/ property detail data on the IGRS AP website and get a time slot appointment with the SRO office. The entire registration process will be completed in 20 minutes. IGRS AP has installed CCTV cameras to ensure a transparent registration process.
