IGRS Rajasthan: Mission

The mission of the government through the IGRS Rajasthan website is as follows:

  • To enforce the provisions of the Registration Act, 1908.
  • To amend the law relating to stamps in the state of Rajasthan.

Epanjiyan: Property valuation for citizens

Find out the exact value of your property in IGRS Rajasthan by logging in to the official Epanjiyan website- epanjiyan.nic.in. On your left-hand side of the epanjiyan Rajasthan website, click on the ‘property valuation’ option. You will be directed to the following page.

Step1: Next, enter your phone number, verification code and click on ‘Fresh valuation’ or ‘Modify valuation’ based on your requirement.

Step 2: For fresh valuation enter details including type of location, select the document option- sub type of sale deed on the e panjiyan website.

Note that, if you are using the IGRS Rajasthan website to find property
valuation, this option comes under the DLC Rates option.

Step 3: Now on the epanjiyan Rajasthan website, enter the Tehsil, district and SRO details.

Step 4: You will be led to another page on epanjiyan Rajasthan where you have to enter the details like location, colony area, plot number etc.

Step 5: Next in the additional value section on the e panjiyan Rajasthan website add  details like built area, floor type etc.

Step 6: When you choose a commission, the value of the property will be displayed, which can be saved by clicking on ‘save property details.

As part of epanjiyan Rajasthan services, for modify valuation, you can get the Citizen Reference number by entering the challan number and entering the OTP that you get on your registered mobile number.

Enter the citizen reference number in the ‘Open finalised document for editing’ and get OTP for it on registered mobile number.

Epanjiyan: DLC rate information

DLC rate (or District Level Committee rate) is the minimum value of property at which the registration of sale of a plot, apartment, house or land takes place. You can view these rates on the IGRS Rajasthan website by clicking on DLC rates. You can check DLC rates (old) at https://igrs.rajasthan.gov.in/dlc-rates-status-all.htm. On the Epanjiyan Rajasthan registration and stamps, you can click on DLC rate information on the left side of the Epanjiyan Rajasthan homepage and proceed to get this information.

Note: Presenting the Rajasthan state budget for 2021-22, chief minister Ashok Gehlot announced a cut in the DLC rate by 10%. The registration charge for flats priced up to Rs 50 lakhs, has also been reduced from 6% to 4%.

How to use property valuation on E-panjiyan?

To register your property through e-Panjiyan website, perform the following steps:-

  • On the epanjiyan website, click on ‘Property Valuation.’ Now enter your mobile number and captcha and click on ‘Fresh Valuation.’

  • You will reach the following page.

  • Here fill in document details like the location type, document type, district, subtype, SRO, category and Tehsil.
  • You will be led to another page where you have to enter details like location, colony area, property area, address.
  • In the additional value section, enter the built area or the floor type.
  • Next, choose commission and you will see on display the measured value. Now, ‘save the property details’ and you will get the value of the land.
  • The next step is to proceed to the e stamp Rajasthan page on registration and stamps department Rajasthan and calculate the stamp duty.
  • Note that along with the stamp duty and registration charges, one has to pay CSI, surcharge and any penalty if there are any to the registration and stamps department Rajasthan and save.
  • The next step is to ‘Proceed to party details’.
  • Enter the type of presenter, party, category, gender, party name, ID proof, address and contact details.
  • Now, upload all the documents on the e panjiyan Rajasthan website and click on done and exit once the document is saved.
  • Make payment of the stamp duty and registration charges through the e-GRAS page -https://egras.raj.nic.in/

  • Sign in on the eGRAS page if you have user name and password to pay e stamp Rajasthan to registration and stamps department Rajasthan.
  • If you do not have a user name and password, sign up by filling the required details.
  • Choose the Registration and Stamps department Rajasthan
  • Fill details in the e-Challan application
  • You can make the stamp duty and registration charges payment using a debit or credit card and click on Submit.
  • On stamp duty and registration charges payment, the application is sent to to e-panijyan website.
  • Select time slot booking to visit the Registration and Stamps department Rajasthan’s Sub Registrar’s office.
  • Next enter CRN number and OTP that you will get on your registered mobile number.
  • Visit the Sub Registrar’s office (SRO) with the fee receipt and CRN number on date of appointment.
  • On reaching the Registration and Stamps department Rajasthan office, data verification will be done using the CRN number.
  • Unlike online payment method if you have opted for manual payment method, pay the charges in cash or using cheque here and the registration process will culminate.

You can make an appointment online on e panjiyan Rajasthan website to register the document. Simply log on to http://epanjiyan.nic.in/stepin/home.aspx  You will be asked to enter details like district, sub-registrar’s office, preferred date and time, CRN and OTP, besides your contact details and name on epanjiyan Rajasthan website.

Epanjiyan: eStamp verification

Step 1: Once you log on to the official website of e panjiyan Rajasthan, you can click on the ‘E-citizen’ tab to access e Stamp Rajasthan verification services. To use the e Stamp Rajasthan verification, click on the option and proceed.

Epanjiyan Rajasthan: Online stamp refund

On the left-hand side column of the epanjiyan Rajasthan official website, you would see a ‘Citizen Area’. Proceed to ‘Online Refund Application’ under this and you will be directed to the following e panjiyan page.

In case of a new application, select the details for refund type from dropdown box- stamp duty, registration fee or both.

Next select the reason from the dropdown box. The reasons include

  • Effected by the same instrument between same parties
  • Misused stamps (Sec 61)
  • Non Acceptance of any office
  • Not executed due to death
  • Spoiled stamps
  • Stamps not signed by anyone party
  • Stamps not required for use (Sec 63)
  • Stamps used as instrument void in law
  • Other

Next select the district and click on applicant detail and fill applicant details and add.

IGRS Rajasthan: Grievance redressal

You can lodge a complaint or track the status of your complaint through IGRS Rajasthan and Sampark services. To access this, follow the steps:

Step 1: Log on to the official website of IGRS Rajasthan.

Step 2: Go to the E-citizen tab. Proceed to ‘Grievance’ to begin the process. Alternatively, you can also click here, which is the direct link.

Step 3: To file a complaint on IGRS Rajasthan, click on the tab ‘Lodge your grievance’ as shown in the picture above. So far, the IGRS Rajasthan department has disposed of 91.6.14 lakh cases against 90.56 lakh registered cases with a disposal rate of 98.86%.

Note the following:

  • You will be required to give the complete information in point form to IGRS Rajasthan.
  • Mention your contact details and proof, so that the complaint is verifiable and the IGRS Rajasthan authorities can contact you.
