31 states implementing Svamitva scheme: Govt

Svamitva cards act as proof of legal ownership of land.

July 26, 2023: So far, 31 states/Union Territories (UTs) have signed memorandums of understanding (MoU) with the Survey of India (SoI) for mapping of land parcels using drone technology under the Central government’s Svamitva scheme.

The Survey of Villages and Mapping with Improvised Technology in Village Areas (Svamitva) scheme is being implemented with the collaborative efforts of the panchayati raj ministry, state revenue departments and state panchayati raj departments and the Survey of India (SoI) to provide the record of rights (RoR) to village household owners possessing houses in inhabited areas in villages. Svamitva property cards act as the proof of legal ownership. Under this scheme mapping of land parcels using drone technology is done by the Survey of India. States need to sign MoUs with the SoI for implementation of the scheme.

The scheme aimed to cover all rural inhabited areas across states which have signed MoU with the SoI. The number was initially pegged at approximately six lakh villages. However, during the implementation of the scheme, the actual number of villages to be surveyed has been revised due to the several reasons.

According to a statement issued by the ministry, there has been a significant decrease in the number of villages in non-participating states such as Bihar, West Bengal, Nagaland and Meghalaya. These states have not signed an MoU with the SoI. While some states like Sikkim, Telangana, Tamil Nadu and Jharkhand are implementing the scheme on a pilot basis in specific villages only, Odisha and Assam are implementing the scheme in only those villages which do not have any prior records of rights.

“It has been observed that the actual number of villages with abadi is less than the total number of villages provided by the states/UTs in the local government directory,” the ministry said.
