BMC announces first housing lottery; to give 426 Mumbai flats to EWS, LIG categories

The BMC Housing Lottery is offering houses in Kandivali, Bhandup, Byculla, Dahisar, Jogeshwari, Goregaon, Marol and Kanjurmarg.

Although the Mhada Mumbai Diwali Lottery has been postponed to March 2026, Mumbaikars, have a reason to smile. Under the Development Control and Promotion Regulations 2034, the Brihanmumbai Municipal Corporation (BMC) is offering around 426 flats in Mumbai through lottery to the Economically Weaker Section (EWS) and Lower Income Group (LIG) categories. 

What are the price points for the BMC Lottery 2025?

Catering to the EWS and the LIG category exclusively, the BMC Lottery 2025 will offer housing units that are priced in the range of Rs 55 lakh and Rs 1 crore. Media reports mention that this price range has been carefully examined and set on after most citizens of the state complained that what was actually termed as affordable housing was also not falling in the affordability category. The richest municipal body of India, MCGM expects to generate around Rs 308 crore from this lottery, mention media reports.  As the municipal body is hosting the lottery on its own, it doesn’t need to pay a processing fee to any other body and thus saving some money.

How is it possible for the BMC to host housing lottery at affordable prices in these prime locations?

The 426 housing units that are part of the BMC Housing Lottery 2025 were given to the municipal corporation under Regulation 15 of the Development Control and Promotion Regulations (DPCR 2034). According to a Maharashtra state government resolution (GR) issued on October 8, 2013, all developers building a housing project on an area spread over 4,000 sqm or more, should reserve 20% of the area for affordable housing. As an incentive for this, developers will get a 20% extra floor space index (FSI). Earlier these houses were given to the Mhada to conduct housing lottery. However, since some irregularity was reported, the BMC has taken upon itself to conduct the lucky draw this year. In addition to this, the BMC has also acquired houses under Regulation 33(20)(b) that are part of the housing lottery.

Documents required for BMC Housing Lottery 2025

 

  • Identity proof: Aadhaar Card, PAN Card
  • Aadhaar Card verification:  The mobile number linked with the Aadhaar Card should be active. 
  • Proof of residence of applicant – If the address mentioned on the Aadhaar Card is different from the current address of the applicant, then a separate proof of residence must be submitted.
  • Maharashtra state Domicile Certificate: (Age, Domicile & Nationality) Domicile Certificate issued by the Tahsildar/Sub-Divisional Officer
  • Proof of personal/family income: (For Married/Unmarried/Widow/Widower/Divorced/Separated Applicants) – Income Tax Return (ITR) Certificate for the year 2024–2025
    or Income Certificate for the year 2024–2025 issued by the Tahsildar
  • Proof of income of spouse: Spouse’s Income Tax Return (ITR) Certificate for the year 2024–2025
    or Income Certificate for the year 2024–2025 issued by the Tahsildar

How to register for the BMC Housing Lottery 2025?

 

  • Log on to https://bmchomes.mcgm.gov.in/login
  • To register, sign up by clicking on ‘Don’t have an account’. 
  • You will see a pop-up box that mandates that the DigiLocker account is active and both Aadhaar Card and PAN Card are linked to it before initiating a sign-up. Upon successful authorisation, it is mandatory to select both documents; failure to do so will result in the application not being processed. Click on I Agree and Agree and Submit and proceed. 
  • Enter mobile number and you will get an OTP. Then enter mobile number, last four digits of Aadhaar Card, Full name as per Aadhaar and email address and sign up with Digi Locker. Follow the steps mentioned and register. 

 

How to apply for the BMC Housing Lottery 2025?

 

Payment schedule for successful applicants of BMC Housing Lottery 2025 

Once the successful lottery applicants win the housing units, there are two payment schedules that they have to follow. 

Payment of 25% amount of the total cost of the tenement

The successful applicant in the lottery will be issued a Provisional Offer Letter after completing necessary documentation. Within 30 days of receiving the Provisional Offer Letter, the applicant must pay 25% of the total cost of the allotted tenement as the first instalment. If the applicant fails to make this payment within the specified period, an additional 15 days’ extension may be granted subject to payment of 12% interest. After this extended period, no further extension will be granted. Note that successful applicant’s details will be recorded through the computerized system.

Payment of the remaining 75% amount of the total cost of housing unit

The remaining 75% amount of the total cost of the tenement shall be paid as the second instalment within 60 days after the initial 30-day period i.e., within 90 days from the date of issuance of the Provisional Offer Letter. If the applicant fails to make this payment within the specified period, an additional 15 days’ extension may be granted subject to the payment of 12% interest. After this extended period, no further extension will be allowed.
