August 31, 2023: Those owning a house or a plot in Delhi will now be eligible to purchase a Delhi Development Authority (DDA) flat as the authority has approved amendments in its housing regulations, according to media reports. The decision was made on August 29, 2023 at the authority’s board meeting chaired by Lieutenant Governor VK Saxena, according to a Hindustan Times report. DDA will send the proposal to the union ministry of housing and urban affairs for final approval.
The new move by the authority aims to attract new homebuyers and boost the sales of the DDA flats. The HT report cited officials as saying the restriction had affected the sale of flats over the past few years. The impact was from the demand side in terms of the inability to sell flats to those who own a flat or plot in Delhi. Owing to increased family sizes, though people may be willing and have purchasing power to buy the flat, they were not able to because of the restriction, as per an official DDA statement cited in the HT report.
According to the earlier eligibility criteria, an applicant or their family members could not purchase a DDA flat if they already owned a house or plot in the urban area of Delhi, New Delhi or Delhi Cantonment, in their name or in the name of a spouse or dependent relations, including unmarried children. The DDA (Management and Disposal of Housing Estates) regulation, 1968, was issued under section 57 of the DDA Act, 1957. Regulation 7 of these rules mentions the eligibility of allotment of the flats.
What are the eligibility criteria to own a DDA flat?
According to the DDA, an applicant must be an Indian citizen and at least 18 years old. If a husband and wife are applying for the DDA flats, they can apply separately for the scheme. However, only one can retain the flat if both are selected in the draw. If an applicant wants to apply for flats under more than one category, they must pay the application amount for the higher category.
Moreover, the applicants must also fulfil the income criteria. For example, the individual income or joint income of the applicant applying under the economically weaker section flats category must not exceed Rs three lakh per annum. The household income must not exceed Rs 10 lakh per annum.
