EWS meaning, conditions for inclusion, and documentation for verification

EWS meaning is Economically Weaker Section. This is a group of economically disadvantaged unreserved category citizens

If you search online, you’ll find several definitions of EWS meaning. But in simple terms, EWS (Economically Weaker Section) in India is defined as those who fall into the unreserved category but whose yearly household income is less than 8 lakh rupees. 

If you don’t fall under the Scheduled Tribe, Scheduled Caste, or Other Backward Class categories but still meet the requirements for economic weakness, the government of India has instituted a 10% reservation for you. 

A ten percent quota has been set aside for applicants from the general category who meet the requirements for inclusion in the economically weaker segment.

 

Conditions for inclusion in the economically weak category (EWS)

In 2019, the union council of India authorised a 10% quota for the economically weaker segment (EWS) of the general category in government employment and educational institutions. To protect the current reservations in place for ST/SC/OBC categories, it was determined that this reservation would be in addition to, rather than in place of, the 50% reservation that is obligatory. 

Those who match the requirements for the economically weaker section (EWS) may take advantage of the 10% reservation for those seeking government jobs or those seeking admission to their preferred educational institution but who fall into the general category.

  • You cannot be part of a protected group (such as the SC, ST, or OBC) or a minority (such as the MBC in Tamil Nadu) but instead must be classified as belonging to the general category.
  • You need to have a yearly household income of fewer than 8 lakh rupees. It’s impossible to qualify as economically poor if your yearly salary is more than Rs. 8 lakh.
  • No more than 5 acres of farmland should be in your family’s possession.
  • Your apartment or home’s square footage must be less than 1000 square feet if you or your family are apartment owners.

For purposes of this booking, the term “family” includes the following:

  • The person seeking the reservation.
  • His/her parents.
  • His/her siblings below the age of 18 years.
  • His/her spouse and children below the age of 18 years.
  • The land or property owned by the family in different locations should be clubbed while checking the eligibility conditions for EWS reservations.

Ministries and Departments may waive the reservation requirements for “scientific and technical” positions that meet the following criteria:

Positions should be at levels above the lowest Group A pay grade required by the relevant services. If the position requires knowledge of the natural sciences, precise sciences, applied sciences, or technology, then it shall be considered a “scientific or technical” position as defined by the Cabinet Secretariat. 

Both “for performing research” and “for organising, coordinating, and directing research” are appropriate job descriptions.

 

Documentation for EWS verification

A valid Income and Asset Certificate issued by a Competent Authority is required to get the reservation benefit under EWS. To prove that they are eligible for EWS status, candidates must provide an Income and Asset Certificate issued in the approved format by one of the following agencies.

  • District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate / Executive Magistrate/ Extra Assistant Commissioner
  • Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate
  • Revenue Officer not below the rank of Tehsildar and
  • Sub-Divisional Officer or the area where the candidate and/or his family normally resides.

The EWS certificate may be obtained from the appropriate government agency in your area (Tehsil). Proof of income and assets, provided in the form of a certificate called an “Income and Assets Certificate,” is necessary to get the EWS preference.

There is no official way to get an EWS certificate online. You must contact the Tehsil or another appropriate regional government office. In addition to the Income and Assets Certificate, you may be asked for other documentation.
