August 4, 2023: With eyes on increasing revenue collection, the Himachal Pradesh government plans to increase the stamp duty on land registration in the hill state.
By initiating an amendment to the Indian Stamp Act, 1899, the state government plans to impose a flat 8% stamp duty on land transactions exceeding Rs 50 lakh, irrespective of the gender of the buyer. At present, Himachal Pradesh charges 4% stamp duty from women and 6% from men on land registrations.
This is the first time in 11 years that the hill states have proposed a hike in stamp duty on land registration, a move that would help it improve its revenues significantly.
By introducing another amendment to the Central Act, the state also plans to levy stamp duty on mining leases and transactions involving companies. This amendment will help the state levy separate stamp duties for partnership deeds, mergers and amalgamations under the Mining Lease and Companies Act.
According to media reports, the two bills to amend the law will be introduced in the state Legislative Assembly one by one during the Monsoon Session in September and the Winter Session.
