How to apply for birth certificate in Delhi?

In Delhi, the chief registrar of birth is responsible for issuing the certificate to the parents of the newborn free of charge, if they register the birth within 21 days of the same.

According to the Registration of Birth Act, 1969, it is mandatory to register every birth in Delhi. It is because the certificate is an essential legal document for every individual to participate in and benefit from any government/private activities, get admission to schools and colleges, get jobs, etc. In other words, you will need the birth certificate throughout your life in different circumstances.

What is a birth certificate?

It is a record of a child’s birth, the place s/he was born and the details of his/her parents. It also includes the name of the hospital (if applicable) where the child was born and at what time. You may also say that the birth certificate is the first identity proof of an individual, a proof of his/her legal existence in the citizens’ register.

Besides individual benefits, the birth certificate in Delhi is also an important document for the government to ensure the child’s rights, as well as acquire information about the number of births in an area at any given time. It helps the government introduce children’s development programs and understand where to put funds. 

The citizenship rights of an individual are ensured through the birth certificate which also protects against violence and accidents. Apart from these, the certificate also helps an individual get access to various social services, including justice, regarding any legal conflict.

 

Difference between birth registration and birth certificate

Ideally, they are somewhat interlinked. The birth registration is completed at the time of birth. The certificate is documentary evidence of the same. When you register your child’s birth with a government authority, the latter issues the certificate, which is proof that the registration has been completed. 

However, as the process is largely dependent on location, many times, the registration takes place without the certificate (if the parents move to another location with their newborn).

 

Procedure to get birth certificate in Delhi

In Delhi, the chief registrar of birth is responsible for issuing the certificate to the parents of the newborn free of charge, if they register the birth within 21 days of the same. However, the location of the event is a crucial factor, as the responsibility to register the birth changes with it. 

For example, if the birth takes place in a hospital, nursing home or any other health centre, an authorised medical officer is responsible to register the birth. If the birth occurs at someone’s house, the head of the family gets the duty. 

Now, births can also occur in the most unconventional places, like the jail or rehabilitation centres. In such cases, the concerned authorities should register the birth. And if the birth takes place in a moving vehicle, the owner of the vehicle or the person in charge (driver) is expected to register the birth. 

Before we get down to the process of applying for a birth certificate in Delhi, let us learn about a few more requirements. 

 

Eligibility for a birth certificate in Delhi

  • The person should be an Indian citizen living in Delhi
  • If s/he is an NRI, the birth must take place within the territorial jurisdiction of Delhi NCR

 

Documents required for issuing a birth certificate

  • Proof of identity of parents/beneficiary (in case of a minor) – Voter ID card, Aadhaar Card, Driving License, Passport, Ration Card, any of these will do
  • Proof of address of parents/beneficiary – Aadhaar Card, Passport, Voter ID card, Bank passbook, Electricity bill, water bill, gas bill, driving licence, ration card, rent agreement, any of these will serve the purpose
  • Current address proof of parents/beneficiary – Again, same as the above documents
  • Date of birth evidence of parents/beneficiary 
  • Evidence of the place of birth – Address proof of the hospital or healthcare centre, or wherever the birth has taken place
  • A notarised affidavit with the parents’/beneficiary’s coloured photograph on white/off-white background on a non-judicial e-stamp paper. The picture should reveal the full face, from the top of the hair to the shoulders, and the person should not be wearing any kind of eye or headwear. 

In situations where the registration process is delayed, some additional documents may be required as follows:

  • A special request letter from the parents/beneficiary stating the reason for the delay
  • Address proof of the birthplace
  • An affidavit including all the details of the child
  • Date of birth proof
  • Proof of identity (Aadhaar card/Voter ID card/any other) 

 

Issuing birth certificate in Delhi

You can apply for a birth certificate in Delhi online through the Delhi Government’s official website easily.

However, the main criteria are, the birth needs to be registered first. If you need a certificate for your child just after his/her birth, the registration process may take longer than getting the certificate. 

Fill out the application form which is available at the International Inoculation Centre and submit it with all the necessary details. You will get the certificate within 4-7 working days.

Steps to getting the birth certificate online

If the birth is already registered with the government, you can apply for the certificate online itself. Follow the steps mentioned below:

Step 1: Visit the New Delhi Municipal Council’s  official website and click on “Online Services” at the top left. 

 

 

 

Step 2: Do you see the option of “Birth Certificate” in the drop-down menu? Click on it.

 

 

Step 3: Now, fill in the required details of your birth and click on “Search”. You will be shown the list of birth records, from which you have to choose yours (or your child’s). 

Step 4: Once you select the birth record you want the certificate for, a new page will open with the option to “Get Certificate” Click on it. 

Step 5: Now, your contact details will be asked for, including your mobile number, where an OTP will be sent. 

Step 6: Once you complete the process, you can see your certificate online. Take a printout. 

 

FAQs

How much fee do I need to pay to get the birth certificate?

Within 21 days of birth, you need not pay any fee to get the certificate. From 21-30 days, a nominal fee of INR 7 will be charged. From 30 days-1 year of the occurrence of birth, INR 10 will be charged as a late fee. And after one year, INR 15 will be charged.

What if I haven’t registered the birth of my child?

If the birth of the child is not registered, it may be difficult to get the birth certificate. You may then have to contact the original place of birth or the registrar's office for the necessary documents.

Why is it important to get a birth certificate?

The birth certificate not only protects an individual’s rights but also acts as evidence of their age; prevents crimes, like human trafficking and illegal adoption; and increases the chances of getting government-related benefits, like vaccines, the right to vote, obtaining a passport, buying properties, inheriting properties, renting an apartment, etc.

Do I need to self-attest the documents?

Yes, you need to self-attest all the documents that you submit with the application form. Also, a self-declaration needs to be uploaded online or submitted to the concerned authority (SDM or Tehsildar).
