The Delhi government offers its citizens preference over non-residents when it comes to applying in educational institutes and government jobs. However, the citizen must produce a domicile certificate, also referred to as resident certificate, as proof of residency. Those who are planning to apply for a domicile certificate in Delhi can do it online. In this guide, we will help you apply for a domicile certificate online in Delhi.
How to apply for a domicile certificate online in Delhi?
Here is the step-by-step process to apply for a domicile certificate online in Delhi.
Step 1: Visit the official website https://revenue.delhi.gov.in/ .
Click on Login on the top left.
Step 2: Use your user ID and password to log in.
In case you are not a registered user, you will have to register first. Click on ‘Register’ on the right side at the bottom of the page.
Step 3: A registration form will be opened. Fill in your personal details carefully along with the address.
Step 4: Once all details are provided, an SMS will be sent to your mobile number confirming your Access Code and Password. Enter these details along with the Captcha and click on Complete Registration.
Step 5: You will now be able to see your user ID and password along with other details.
Step 6: Go back to the login page and log in using your credentials.
Step 7: On the home page, you will see the option to apply for services.
Step 8: A detailed page will pop up showing all the services you can apply for. Scroll down and you will see the domicile certificate issuance option.

Step 9: Once you click on ‘Apply’, a new page will open where you will have to provide your personal details. Fill in these details and hit on ‘Continue’.
Step 10: On the next page, you will write about how many years you have been living in Delhi. You will also have to answer if you can provide proof of your living in Delhi for the past three years.
Step 11: Click on ‘Continue to Next’.
Step 12: At this step you will be asked to attach supporting documents, including ID proof, address proof, proof that you have been living in Delhi for the past three years along with a self-declaration. You will also have to provide your passport-size photo.

You can either fetch or generate a self-declaration document too.
Step 13: Once all the necessary documents are attached, your screen will look like this.
Step 14: Once all the documents are uploaded, the following message will appear on your screen.
Step 15: You will now have the option to verify the application before submitting it.
Step 16: Once the final document is submitted, you will see an acknowledgement slip on your screen. You can print this slip for future reference and check the status of your application.
What to do next?
You will now have to visit the certificate counter at your respective sub-division for verification of original documents on any working day between 10 AM and 1 PM within seven days. Your application will be processed only after the original documents are compared with the scanned documents. A separate preferential counter for verifying original documents will be functional at the sub-division certificate counter between 2 PM and 3 PM for those who have applied for it online.
Things to keep in mind
- Educational certificates for all three consecutive years are not considered for issuance of domicile certificate.
- Documents can be uploaded only in PDF and JPG format. The maximum size allowed is 200 KB.
- You should upload a passport-size colour photograph in plain white, or off-white background. The size of the photo should be 5cm X 4.5cm or 2”x1.75”.
- The size of photograph should not exceed 50KB in JPG/JPEG format.
- The photo should include a full face, front view and open eyes without sunglasses, or hats.
- The photo should be of the full head from top of hair to shoulders.
- Face in photo should have natural expression (closed mouth).

III. Providing any false evidence shall be punishable under section 193 of IPC, 1860 which provides imprisonment for a term up to three years and fine.
