How to get a Viklang certificate?

Many facilities are offered to disabled individuals by the Indian government and state governments, but only those who have a current disability certificate are eligible to use these services.

A Viklang (disability) certificate is a crucial document for people with physical challenges as it gives the holder access to benefits and rights for people with disabilities. Many facilities are offered to disabled individuals by the Indian government and state governments, but only those who have a current disability certificate are eligible to use these services. 

A Unique Disability ID (UDID) card has also been made available for disabled people by the Department of Empowerment of Persons with Disabilities, Government of India, allowing individuals to maintain a single document for identification and disability verification.

Viklang certificate benefits 

Depending on the nature and severity of their disability, people with disabilities may be eligible for a range of benefits with a disability certificate. However, federal and state governments have developed several programmes for PWD candidates, which they can use only if the candidate has a disability certificate. The benefits that a disability certificate provides are listed below.

 

  • Students with impairments can apply for scholarships through various programmes.
  • Lower income taxes and train fare reduction.
  • Government employment with a reservation.
  • Loan options for launching a new enterprise.
  • Transportation provided by the government is free.
  • Candidates can obtain prosthetics and assistive equipment at discounted prices.
  • Paid time off for work (applicable for educated disabled persons)
  • Corporate protection (appropriate for government employees with disabilities)

Viklang certificate: Disability certificate for people with the following conditions

Suppose a person’s disability falls under one of the categories listed in the 2016 rights of persons with disabilities act. In that case, they may apply for a Viklang certificate if they are 40% or more disabled. People with one or more disabilities listed below are referred to as PWD under this act.

  • Blindness and low-vision
  • Leprosy suffering individuals
  • Difficulty hearing (deaf and dumb)
  • Locomotor disability
  • Dwarfism
  • Mental retardness
  • Mental illness
  • Asperger’s syndrome
  • Dyskinetic cerebral palsy
  • Dystrophy of the muscles
  • Chronic neurological disorders
  • Specific learning disabilities
  • Rheumatoid arthritis
  • Language and speech impairment
  • Thalassemia
  • Haemophilia
  • Sickle cell disease
  • Alzheimer’s dementia
  • Acid attack victim
  • Multiple disabilities

 

Viklang certificate: Requirements

Anyone with one of the disabilities mentioned above may apply for a disability certificate. On the contrary, only individuals who meet any of the following requirements are granted a certificate when the medical board evaluates disabilities:

  • A minimum of 35% mental impairment is required for a person.
  • Orthopaedic impairment of at least 40% is required.
  • Disability percentages for deaf individuals must range between 90 and 100 dB.
  • A more than 90% level of visual impairment

Viklang certificate: Validity

The medical board specifies the length of the certificate’s validity. A fresh disability certificate will be provided, if necessary, if the handicap is determined to be temporary. The medical council will inspect the person once again after this validity time. A certificate that is valid for life may be given if the disability is determined to be permanent.

This project aims to make it possible for PWDs to receive the new UDID card or disability certificate to benefit from programmes and services the government offers through its many ministries and their departments. India-wide use of this card is permitted. The UDID site is now available to provide a platform for conducting the following online:

  • New UDID application 
  • Renewal of an existing certificate or card upon validity expiration
  • Loss of card or certificate.

Viklang certificate: Documents needed for online application

  • Recent coloured photograph
  • Signed scanned image (optional)
  • A scanned copy of an address proof (such as an Aadhar card, a driver’s licence, a state residence certificate, etc.)
  • Identity documentation, such as a scanned copy of an Aadhar card, PAN card, or driver’s licence
  • Photocopied of disability certificate (only for those persons with disability who have been issued disability certificate by the competent authority)

Viklang certificate: Registration process

  • Go to www.swavlambancard.gov.in, the official site of UDID.
  • Select the registration option at the top of the page.
  • The page will show the registration process for a person with a disability. Four sections are there:
    • Personal information.
    • Disability details
    • Job Information
    • Identity details

  • Upload a colour copy of a passport-size photo, income tax return, identity proof, and community certificate.
  • Once done, click the submit button.

  • The CMO office or the medical authority will get the applicant’s information through a datasheet.
  • The CMO office/medical authority checks the data.
  • The specialists in question are assigned for evaluation by the CMO office/medical management.
  • PWD’s impairment is evaluated by a specialist doctor, who also offers an opinion on it.
  • Allocating a percentage of handicaps, the medical board examines the case.
  • The CMO office creates disability certificates and UDIDs.
  • Viklang certificate and UDID cards will be dispatched.

  • Obtain a Unique Disability ID by passing the website owned by the Indian government.
  • Now on the homepage, you can view the UDID card status option.
  • After clicking it, carefully read the UDID status page’s instructions.
  • Use the login option at the top of the page for a status check.

  • The page will show your UDID status after you login successfully.

For those with disabilities, the UDID card will provide several advantages, including the following:

  • The card will collect all the essential information, which can be decoded with a reader so that people with disabilities won’t need to make multiple copies of documents, and preserve and carry several documents.
  • The UDID card will serve as the only form of identification and verification for those who are disabled in the future when they apply for various benefits.
  • The UDID Card would also facilitate tracking the beneficiary’s material and financial success at all levels of implementation, including the village, block, district, state, and national levels.

One can apply for renewal of the PwD needs online through the official portal www.swavlambancard.gov.in in case the validity of a temporary UDID card expires.
