July 24, 2024: The Karnataka Cabinet on July 22, 2024, approved the Greater Bengaluru Governance Bill, 2024, which aims to divide the Bruhat Bengaluru Mahanagara Palike (BBMP) into multiple corporations. The BBMP Restructuring Committee, led by retired IAS officer B S Patil, submitted the draft of this bill to Deputy Chief Minister and Bengaluru Development Minister D K Shivakumar in early July.
Following the Cabinet’s approval, the Bill is set to be introduced in the monsoon session of the State Assembly. It was previously discussed in a June meeting chaired by Chief Minister Siddaramaiah with Bengaluru legislators.
The draft proposes a three-tier governance system, starting with ward committees, followed by a series of municipal corporations, all under the oversight of a new entity called the Greater Bengaluru Authority (GBA). The GBA will be responsible for planning, coordinating and supervising development across the Greater Bengaluru Area, which spans roughly 1,400 square kilometre. The Chief Minister will serve as the chairman of the authority. This new structure aims to create multiple city corporations to facilitate effective, participatory and responsive governance.
