MCD launches unified policy to digitise owner’s name in property tax records

Applicants can view complete details about e-mutation or e-change of name online through the official MCD website.

To provide convenience for property owners in Delhi, the Municipal Corporation of Delhi (MCD) has completely digitised the mutation of a property owner’s name in property tax records. MCD has introduced a simple, unified policy for the e-change of a taxpayer’s name or of mutation cases for the convenience of property owners.

As per a senior official, some processes for the same earlier required manual intervention. The three erstwhile corporations had different policies for the mutation of property tax records. However, it has been made a unified policy. Moreover, an official statement by MCD stated that there would be no human interface in the mutation process of property tax records.

There will be no need for a separate application for an e-change of name for properties sold or transferred on or after April 1, 2019, MCD said. Further, the civic body has simplified the process regarding the transfer of property through a registered sale deed, or registered agreement to sale or conveyance deed by the land-owning agency or registered gift deed before April 1, 2019. The MCD has done away with the need for a separate application for an e-change of name for property tax purposes.

Such cases will be auto-triggered and can be downloaded from the official MCD website. The valid e-change of name certificates will be similar to other e-change of name certificates done through applications on the website, and no stamping and signature by any MCD officials will be required.

The circle officer of the zone will update the demand and collection register after auto e-change of name on his/her own or upon production of such record by the property taxpayers. Application on the MCD website can be made where auto-trigger does not occur in exceptional cases.

As per the new requirements, only five documents will be required for mutation:

  • An affidavit from applicant on Rs 10 stamp paper, duly notarised
  • Indemnity bond from applicant on Rs 100 stamp paper, duly notarised
  • Latest property tax payment receipts
  • Death certificate of previous owner, if applicable
  • Complete chain of ownership documents
