NOC no longer required for land, property registration in Punjab

In January 2023, the Punjab government gave an exemption from NOC in 5,773 villages in 22 districts.

The Punjab government has decided to do away with the requirement of a no-objection certificate (NOC) for the registration of land and property in the state, according to media reports. The decision aims to ensure that people do not face any inconvenience.

According to a Hindustan Times report, in 2012, the state government made NOC mandatory for the registration of properties. The rule was withdrawn several times and re-imposed since then. In 2021, the Punjab and Haryana High Court issued directions for making NOC mandatory but left it to the state government to come up with a policy.

Chief minister Bhagwant Mann said that the decision was taken in due consultation with the general public and aimed to benefit them. He said that the public, both from urban and rural areas in the state, were facing several issues owing to the unavailability of NOC. This resulted in the non-execution of land registrations and creating problems for the people, he said.

In January 2023, the Punjab government gave an exemption from NOC in 5,773 villages in 22 districts across the state. The state government made the NOC mandatory for the registration of properties falling under the jurisdiction of a development authority or a local body.

According to Section (20) (3) of the Punjab Apartment and Property Regulation Act (PAPRA), 1995, no registrar or sub-registrar appointed under the provisions of the Registration Act, 1908, can register the sale deed or any other document related to sale of land or plot or building in a colony, for which NOC has not been obtained from the competent authority.

How to register property in Punjab?

  • Property buyers can register their property online by visiting the NGDRS Punjab portal at https://igrpunjab.gov.in/.
  • Under the Citizen Menu, click on register.

How to register property in Punjab?

  • Register on the portal using your name, address and other details.
  • Login with your credentials
  • Start the property registration by clicking on the Document Entry box on the menu bar.
  • Complete the questionnaire requesting basic information and the form requesting the submission of documents.
  • Upload the relevant documents.
  • Click the Save button, then the Next button.
  • Complete the payment process
  • Visit the SRO department on the day of appointment.

You may pay your stamp duty here and schedule an appointment with your local sub-registrar’s office. Services such as electronic document submission, real estate appraisal, stamp duty computation, etc., are all available on the platform. The Department of Land Resources for the Government of India oversees the operations of NGDRS India and state-specific operations.
