The Karnataka Real Estate Regulatory Authority (K Rera) has stated that a project will be considered complete only if the completion certificate is issued by a competent authority. The case in point is Ozone Urbana Infra Developers’ project Serene Urbana, which had been issued a completion certificate in April 2017 by an architect.
Even if the project was completed before the implementation of Rera, an architect issuing a completion certificate will be invalid, mentioned K Rera.
The regulatory authority further directed Ozone Urbana Infra Developers to register its property Serene Urbana with the Karnataka Real Estate Regulatory Authority (K Rera) in an order passed on July 6, 2023. According to the directive, Serene Urbana has been termed as an ongoing project and needs to be registered within two weeks from receipt of the order under the K Rera as per Section 3 of the Real Estate (Regulation and Development) Act.
A senior living community, Serene Urbana is located at Kannamangala Village in Devanahalli Taluk Bangalore Rural Area. Media reports point out that the project has many issues related to safety with respect to fire and elevators. Additionally, the developer instead of handing over the one time maintenance fund of Rs 3.69 crore to the resident welfare association (RWA) has transferred the money to the service provider Columbia Pacific Communities.
