August 2, 2023: India’s panchayati raj ministry has taken several steps to modernise gram panchayats in the country, the ministry said in a statement issued on August 2. These include the e-Panchayat Mission Mode Project, eGramSwaraj and the BharatNet project.
e-Panchayat Mission Mode Project
Under the Digital India Programme, the panchayati raj ministry is implementing the e-Panchayat Mission Mode Project (MMP) across states in the country. The aim of the programme is to revamp the functioning of panchayats, and to make them more transparent, accountable and effective.
eGramSwaraj
The ministry has launched eGramSwaraj, an accounting application to simplify the panchayat work like planning, accounting and budgeting. It has also integrated eGramSwaraj with the Public Financial Management System (PFMS) for gram panchayats to make real-time payments to vendors/service providers.
BharatNet project
The department of telecommunications (DoT) is implementing the BharatNet project to provide broadband connectivity to all gram panchayats in the country. Phase-I of the project to connect one lakh gram panchayats has been completed in December 2017. Under Phase-I of BharatNet out of 1.23 lakh gram panchayats, approximately 1.22 lakh were made service-ready. Implementation of Phase-II to connect with the remaining gram panchayats is in progress.
Under Phase -II of BharatNet, out of 1.44 lakh allotted gram panchayats, more than 77,000 have been made service-ready.
The ministry has been taking several other steps for strengthening and development of gram panchayats through financial and technical assistance under various schemes, the ministry said. The various measures taken include incentivising good performing panchayats, providing financial and technical assistance for capacity building of panchayats to enable them to perform devolved functions effectively and efficiently, strengthening systems of budgeting, accounting and auditing and assisting States in preparation of participatory gram panchayat development plans by the panchayats, it said.
