Varanasi Master Plan 2031: Projects
Restoration of KundsÂ
Varanasi’s master plan includes the restoration of its sacred Kunds (ponds), which has been made possible with the help of INTACH (Indian National Trust for Art and Cultural Heritage). The initiative began in 2017, intending to improve the city’s environment. In 2018, a report was submitted to fix 10 Kunds and funding was requested from NMCG (National Mission for Clean Ganga). After negotiations, NMCG agreed to provide funds for the restoration of 10 Kunds with an estimated cost of around Rs 20 crore. The restoration work began in July 2019, and by September 2021, 8 Kunds were successfully fixed. The restoration project involved cleaning the ponds, constructing walls, adding lights, building steps (Ghats), planting vegetation, and more. The total cost of this project was around Rs 18.96 crore. Varanasi is dedicated to preserving its culture and natural resources, and in 2022, they have plans to restore 7 more Kunds, with an estimated cost of about Rs 39.17 crore.
Dashashwamedh Ghat Area redevelopment
The Dashashwamedh Ghat Area in Varanasi has undergone a significant transformation aimed at improving the experience for visitors and pilgrims. Completed at a cost of approximately Rs 1.21 crore, this project began in February 2021 and concluded in December 2021. The impact of this redevelopment has been remarkable and includes better access to the Maan Mahal monument and the surrounding Dashashwamedh Ghat area. Vendors within the area have been relocated to minimise disruptions and maintain a vibrant local economy. Tourist facilities and amenities have been improved, including designated refuge areas for reflection, particularly after the enchanting “Ganga Aarti” at the Ghat. The project aims to enhance public facilities and walkability with a pedestrian-friendly design. Cohesive signages and uniform facades ensure an easier navigation experience in the area.
Integrated Commissionery Compound Project
A project of significant importance, the Integrated Commissionery Compound Project, is underway, with two towers being constructed – one for office use and the other for commercial purposes. The project will create a structure that truly represents Varanasi, complete with a unique feature – the first skywalk in Uttar Pradesh, offering stunning panoramic city views.Â
The project’s eco-friendliness is also a priority, with smart electrical and water systems being implemented. The project follows a public-private partnership (PPP) model, where a private company is responsible for the project’s execution and will receive land rights for development. One tower will be dedicated to government offices, while the other will serve various purposes, such as a mall, hotel, or office. The project is currently ongoing, with agreements and plans in place.
Wetlands/ City Forest at Undi
Undi, located just outside the city, is the site of a new project that aims to develop wetlands and create a city forest. The Varanasi Development Authority (VDA) is overseeing this 78-acre project, which is strategically located near the LBS Airport (12 km) and Sarnath (8 km). The project’s main objective is to protect and enhance the natural environment, and it is part of Varanasi’s efforts to promote environmentally sustainable urban development.
Town Planning SchemeÂ
As part of a nationwide initiative, Varanasi has been selected as the sole city in Uttar Pradesh to participate in the ‘Pilot Project of formulation of Town Planning Scheme and Local Area Plans.’ This comprehensive plan, overseen by the Ministry of Housing and Urban Affairs (MoHUA), will effectively manage land in 25 cities throughout India.
The Ministry of Housing and Urban Affairs (MoHUA) is providing financial support for creating town planning schemes and local area plans, recommending an average area size of 300 hectares for each. In Varanasi, they have identified approximately 360 hectares in Alamnagar for the town planning scheme and around 160 hectares near Assi Ghat for the local area plan. Currently, the draft plan is being worked on, and changes are being made to the rules to ensure the success of these plans.
Tent City development at the bank of Ganges in Varanasi

The project has advanced significantly, with two shortlisted bidders being selected and a work order being issued. Pt. Deen Dayal Upadhyay Smriti Sthal
The Pt. Deen Dayal Upadhyay Smriti Sthal, a 3.67-hectare project funded by the Ministry of Culture, Government of India, and the Culture Department, Government of UP, is presently managed by the Varanasi Development Authority (VDA). Revenue is generated through entry tickets, cafeteria rent, and a virtual reality show. The site serves as a cultural and educational hub dedicated to honouring the legacy of Pt. Deen Dayal Upadhyay.
