There are two types of encumbrance certificate in Andhra Pradesh – Form 15 and Form 16.

An encumbrance certificate covers the entire history of a property that has been registered at the sub-registrar office (SRO)- who bought it, sold it, transferred it etc. This is a very important certificate that is needed while a property transaction happens to identify if there are any pending claims with respect to stamp duty and registration Andhra Pradesh, litigation etc. attached with the property. When doing due diligence before buying a property, a home buyer should start with checking the encumbrance certificate (EC) of the property. What is EC AP?

An AP encumbrance certificate is a document that includes property transaction details such as sale deeds, mortgages and transfers etc for a specified period of time.  It validates if the seller is the real owner of the property and the property is safe to invest and there are no financial dues and litigation that it is facing. This document is required by the home buyer when he applied for a home loan. Currently, EC AP online has data from 1983 as property records before this are not yet digitised. If you need transaction or property details of properties registered before 1983, you will have to visit the SRO of that district.

 

Which type of properties are listed in Encumbrance Certificate in Andhra Pradesh?

‍The online EC AP is downloaded from IGRS AP and hence mostly non-agricultural properties are found in encumbrance certificate.  However, there are exceptions when agricultural properties are also found in the encumbrance certificate. Note that for details on agricultural property, one has to check the Adangal and ROR 1-B (Record of Rights). ‍

 

What are the types of Online EC AP?

There are two types of encumbrance certificate in Andhra Pradesh:

Form 15: This contains a record of sale, lease, mortgage, gift, partition, release, etc. This document is issued when a property is registered with the transaction details. Note that all information mentioned in this form should be correct.

Form 16: This is issued by the sub-registrar and serves as a NIL document. This EC document is a proof that the property is under no litigation and no transaction has been made since the IGRS AP EC was asked for.

Documents required to apply for online EC AP

  • Title deed, sale deed, partition deed, release deed
  • Property registration document
  • Proof of address
  • Survey number
  • Property details
  • Property registration number with applicant’s sign

 

Online EC AP: Eligibility criteria to apply

  • Ownership of property: The person should be the owner of the property or should have the power of attorney to execute this task.
  • Property documents: Must have in possession the above mentioned documents.
  • Proof of identity: Aadhaar card, PAN card etc.
  • Registered property: The property for which online EC AP is sought should be registered with the correct SRO in Andhra Pradhesh.
  • Payment of fees: The applicant should have paid the fees applicable for applying for online EC AP.
  • NOC: In case the property is in joint ownership, then a NOC is required from co-owners.
  • Correct details: All information provided should be right. In case any information when verified is wrong, the entire operation will be suspended.

 

How to apply for EC AP online?

There are two types of EC AP online available- for information only and the signed EC copy.

To access EC AP, log on IGRS AP at https://registration.ap.gov.in/igrs and click on EC & CC services on the home taskbar.

EC for information only

If you want EC for information only click on that option. You will reach

Select encumbrance type between document number and none, enter document number, year of registration, registered at SRO, enter the captcha and click on submit.

Signed EC

Click on signed EC option and you will reach

Login to the website, choose using

1) Number and year of document or House Number or

2) Old House Number or Apartment name situated in a City/ Town/Village with optional Flat Number and Colony/Locality/Habitation  or

3) Survey number in a revenue village and optionally described by a plot number.

4) District and SRO office selection is mandatory under all options.

You can also access the Meeseva portal at https://ap.meeseva.gov.in/IMeeSeva2/IMeesevaHome.aspx which also gives online EC AP.

 

How to check status of Andhra Pradesh EC online?

  • Log on to IGRS AP and click on EC & CC services.
  • Login on the signed EC portal with your username and enter OTP.
  • Search for eEC can be made on :
  • document number and year of document or
  • house number or old house number or apartment name situated in a city/ town/village with optional flat number and colony/locality/habitation or
  • survey number in a revenue village and optionally described by a plot number or
  • district and sro office selection is mandatory under all options

Note that the period of search is controlled as per the availability of data.

 

How to apply for EC AP offline?

  • You can also visit the SRO or Meeseva centre and get form 22.
  • Fill details of the form and attach a self-attested copy of your address.
  • Attach survey number, property address and document number of the property for which the EC is required.
  • Attach all supporting documents, pay the fees and submit the documents.
  • Once on verification the SRO will get the EC and it will be couriered to the applicant.
