IGRS stands for Inspector-General of Revenue and Stamps. IGRS is the authority responsible for levying and collecting various property-related and other taxes in the state.
What is IGRS AP?
IGRS Andhra Pradesh (IGRS AP), collects revenue for the state through stamp duty, registration charges and transfer duty. At IGRS, while stamp duty is levied on property purchase and transfers, a registration fee is levied on transfer of ownership of immovable property. Registration of document with IGRS is very important as once registered they become public information, thus making it easy for authentication.

IGRS AP to revise property registration rates from January 1, 2025
Effective January 1, 2025, the Andhra Pradesh government is all set to increase the registration charges in the state in both rural and urban areas. Media reports suggest that the increase registration charges will be in the range of 10-15% of the existing one.
The state also has plans to revise the structural values. The revised rates will be approved by the district committee and will be displayed in all sub-registrar office in the state from December 20, 2024. While the state is open to public objections till December 24, 2024, the final review will be done on December 27, 2024.

IGRS AP: How to calculate stamp duty?
AP stamps and registration department charges the current stamp duty at 5% of the property’s cost and the registration charge at 1% of the property’s cost. The IGRS AP charges transfer duty at 1.5% of the property cost. This is levied in accordance to the provisions mentioned in the AP Gram Panchayats Act,1964 and the AP Municipalities Act, 1965.
To calculate stamp duty in Andhra Pradesh, on the IGRS AP homepage under the Duty and fee details section, select service from drop down box.
Services include conveyance, gift, gift in any other case, mortgage- with possession, mortgage-without possession, partition, partition among others, release, release of Benami right, sale of immovable property, settlement, settlement in favour of others, agreement of sale cum G.P.A, development/ construction agreement cum G.P.A, agreement to sell with possession, other cases.

- Non testamentary instruments that accept the receipt or payment of any consideration on account of the creation, declaration, assignment, limitation or extension of any such right, title or interest.

IGRS AP: Stamp duty and AP registration fees for registration of a will
During the lifetime of the testator, AP registration of a will costs Rs 100 plus user charges.
For AP registration of the will after the death of the testator, the registration fee of Rs 100 has to be paid.
Along with the registration fees, enquiry fees including batta and processing fees at actuals will be collected.
Note that for the will deed, there is no stamp duty to be paid.
How to pay stamp duty and registration charges online on IGRS AP?
- Calculate the stamp duty to be paid on IGRS AP
- Generate challan for the stamp duty to be paid
- Log on to https://www.shcilestamp.com/estampstateandhra.html and make online payment through the various modes.
- Once you verify the receipt and e-stamp certificate, you can submit the documents to the SRO.
- Complete the registration at the SRO that includes verification of document and stamping.
- Get the registered property document and other related important documents.

IGRS: Key details about Andhra Pradesh EC search online
Encumbrance certificate on IGRS AP has the property owner’s name and property details.
- IGRS AP EC is an important proof of property ownership. IGRS AP EC will have the names of the current and past owners attached with the property.
- Encumbrance certificate AP will highlight whether a property has been bought using home loan or any credit.
- Banks ask the IGRS AP EC as a guarantee to get property credit. The encumbrance certificate document assures the financial institution that the property / land is not sold.
- If for some reason, property charge is not paid for more than three years to the AP stamps and registration department, IGRS EC AP has to be given to the Panchayat/Village officer for getting the land charge records refreshed.

Types of AP stamps and registration Encumbrance Certificate (EC)
There are two types of AP stamps and registration EC -encumbrance certificates
Form 15
Form 15 contains a record of sale, lease, mortgage, gift, partition, release, etc. This is issued when a property is registered with the transaction details. All information mentioned in this form should be right.
Form 16
Form 16 is issued by the sub-registrar and serves as a NIL document. This is a proof that the property is under litigation and no transaction has been made since the IGRS AP EC was asked for.
IGRS AP: How to search for IGRS EC online?
You can search for Encumbrance certificate by following one of the below mentioned ways on the IGRS AP portal. You can also access the Meeseva portal- which also give online EC AP.
- Document number and year of document
- House number or old house number or apartment name situated in a city/ town/village with optional flat number and colony/locality/habitation
- Survey number in a revenue village and optionally described by a plot number.
- Note that district and SRO office selection is mandatory under all three of the above mentioned options.
IGRS AP: How to search for IGRS EC offline?
To access the IGRS EC offline you may be required to visit the concerned sub-registrar’s office (SRO). For getting the EC AP certificates before 1983, you will have to approach the SRO at the AP stamps and registration EC department.

Step 1: Look for ‘New Initiatives’ under which you will find the ‘Online EC’ option. This tab will lead you to getting you’re AP EC online..
Step 2: Provide details, including your name, password, mobile number, Aadhaar number, user id, password, email address and residential address to IGRS AP. Next on the IGRS AP page, enter the captcha to proceed with the AP stamps and registration EC that is also referred as the IGRS EC Andhra.
Step 3: If you already have a user id and password, for encumbrance certificate AP -IGRS EC Andhra, you can skip Step 2 and login using your credentials and do as directed, to obtain the online EC AP.

Step 1: On the official website of the IGRS EC , proceed to ‘Services’ and click on ‘Verify EC’ to get your online EC AP verified.

To do online payments for the services on IGRS AP, click on ‘Online payments’ under services.

IGRS AP: How to do search by name on all documents/GPA search?
On the IGRS AP website, click on search by name under the services tab. You will be led to a new page on the IGRS AP portal, where after reading the agreement of access, click on submit.
You will led to another page where you have to key details like surname of first name/ middle name/ last name, select district, select the SRO, search made by – applicant’s name, captcha and click on submit.
IGRS Andhra Pradesh: Anywhere registration
Under IGRS AP, when SROs under a district registrar’s jurisdiction are merged with the district registrar’s office, they are treated as one sub-district and all the sub-registrars working here are joint sub-registrars. These joint sub-registrars will have concurrent jurisdiction and people are allowed to register any property situated in the said sub-district at any of these joint SRO offices.
The IGRS AP has come up with CARD central architecture with its central servers located at state data centre in Hyderabad. In the central architecture which provides anywhere registration, all the data linked to each sub-registrar office are placed. It contains the data on jurisdiction, market value, prohibited properties list, past index data and document image data pertaining to all the documents registered in the past through CARD. This enables the registration on anywhere basis. Presently, anywhere registration is available across 38 registration districts of the IGRS AP.
IGRS AP: Online land mutation in Andhra Pradesh.
Under the auto-mutation of land rights in IGRS AP, the state aims to bring a transparent system and provide respite to farmers. Previously, farmers had to visit the tahsildar offices and MeeSeva centres for land mutation and AP land registration search. According to the amendment in the Andhra Pradesh Record of Rights in Land and Pattadar Pass Books Act,1971, AP registration IGRS will also handle land transfer records (ROR-1B Adangal). These will be available online for free on http://meebhoomi.ap.gov.in/SearchAdangal.aspx. Following this, within 30 days, the tahsildar’s attestation and addition of details in revenue records will be completed, after which an e-passbook will be given.

The auto-mutation project was taken up in Kankipadu mandal of the Krishna district in 2019, on a pilot basis. Now, the Andhra Pradesh government has extended this facility to all other districts including IGRS Nellore, IGRS Kurnool and IGRS Vijayawada.
IGRS AP: Integrated property wise transaction details

- To check AP stamps and registration deed details of the rural properties, click on ‘Rural Properties’.
- Enter the details including district, mandal, village and survey number and press submit, following which you will get access to all details like shown in the below picture, for which you can take the printout too.
- To check AP stamps and registration deed details of the Urban properties on APIGRS, click on Urban Properties .
- Enter the assessment number and submit and you will have access to all the details as shown in the picture below.

- On the homepage of the AP registration and stamps duty department, click on the ‘Prohibited Property ’. You will reach https://registration.ap.gov.in/igrs/ppProperty
- Enter District, Mandal, Village and Survey Number and click on submit.
- You will get details as shown above. If the survey no. has prohibited properties, you can get to see that list as well.
