Greater Noida gives builders March-end deadline to resolve maintenance issues

Developers were also instructed to finalise pending property registries and AOA formation.

The Greater Noida Industrial Development Authority (GNIDA) has mandated real estate developers in the city to promptly resolve maintenance concerns in their housing complexes by the end of March 2024. Failure to comply will result in penal consequences. Additionally, developers were instructed to finalise pending property registries and AOA formation. This directive follows complaints from apartment owners about harassment by developers regarding maintenance, the formation of apartment owners’ associations, the transfer of security funds and property registries.

On November 8, 2023, the CEO of Greater Noida Authority, Ravikumar NG, established a nine-member committee, comprising officials and developers, to address these issues. Chaired by Saumya Srivastava, the Additional CEO of Greater Noida Authority, the committee convened its initial meeting on November 21, 2023. During this meeting, developers were urged to address concerns in approximately 200 housing societies within a specified timeframe. The committee reconvened on December 12, 2023, to assess the progress. Specifically, the committee addressed issues in SDS Infratech, Nandi Infratech Private, Hawelia Group, Supertech and Rudra Buildwell societies.

SDS Infratech’s NRI Residency in Sector Omega 2 faced lift maintenance challenges, and the committee directed the developer to resolve these issues and hand over maintenance by the end of February 2024. Apartment owners in the Amatra society of Nandi Infratech encountered difficulties in executing flat registries. The committee instructed the developer to obtain an occupancy certificate and subsequently facilitate the registry process. Residents of Hawelia Valencia, a project by Hawelia Group, raised concerns about illegal construction and the absence of an apartment owners association. The committee directed Hawelia Group to demolish the illegal construction and establish the association by February 2024.

Supertech was directed to address lift and other maintenance issues, while buyers of Rudra Buildwell expressed concerns about delays in apartment registry. Rudra Buildwell assured the committee that the occupancy certificate process is underway and will be obtained soon, clearing the path for flat registries. The committee is scheduled to reconvene on January 3, 2024.
