Greater Hyderabad Municipal Corporation: Structure and administration
The Greater Hyderabad Municipal Corporation (GHMC) governs the municipal region encompassing Hyderabad, the capital city of Telangana, and its twin city, Secunderabad. Established on April 16, 2007, the GHMC is one of India’s largest municipal corporations, catering to a population of 7.9 million across an area of 650 km².
The GHMC was formed by amalgamating 12 municipalities and eight gram panchayats with the Municipal Corporation of Hyderabad. This consolidation included regions from Rangareddy and Medak districts, such as Secunderabad, Gaddi Annaram, Kapra, L. B. Nagar, Alwal, Kukatpally, Qutubullapur, Serilingampalle, Ramachandrapuram, Patancheru, Rajendranagar, and various panchayats, like Mamdipalli, Jallapalli, Satamarai, Almasguda, Shamshabad, Mankhal, Sardanagar and Ravirala. The GHMC’s operational jurisdiction extends across Hyderabad, Medchal, Sangareddy and Rangareddy districts.
Comprising 30 circles and 150 wards, the GHMC is divided into six zones – west, east, north, south, central and northeast. The corporation is overseen by a Commissioner, an IAS officer with executive authority, and a Special Commissioner. Elected through quinary elections, corporators serve as representatives for their constituencies, ensuring the provision of essential municipal infrastructure and preventing potential governance breakdowns.
The GHMC shares similar jurisdictions as the Hyderabad Metropolitan Development Authority (HMDA), the urban development body. The corporation, with 24 constituencies for the Assembly, sees the participation of 64 ex-officio members, representing the GHMC constituencies in its elections.
