A medical certificate is necessary to obtain a driving licence in India

To obtain a driving licence from the RTO office in India, you must complete a number of steps, including submitting RTO forms to the appropriate registering authority. Medical certificate form: What is it?

If you are over 50 years of age, you must submit a medical certificate. In order to obtain a transport class licence, you must submit a medical certificate on RTO form 1-A. In general, any activity involving a driving licence will require the submission of a medical certificate or form 1A to the RTO.

On the other hand, if you are below the age of 50 and driving a general vehicle, like a car, you do not need a medical certificate for your driving licence.

 

Medical certificate form: Who issues the driving licence medical certificate?

You can get a medical certificate from a government doctor. To do so, you can print out Form 1-A and take it to the public hospital. However, the government has placed some limitations on this process in some states. For example, RTO offices do not accept medical certificates from Ayurvedic practitioners. In other words, only a registered medical practitioner or certified person in charge who has been appointed specifically for this purpose can issue a medical certificate. This person in charge may be a member of the state government or other authorised personnel who has been appointed on its behalf.

If you’re applying for a driving licence, you’ll need to submit a signed medical certificate along with other supporting documentation to the RTO.

Medical certificate form: How can you fill medical certificate form (RTO Form 1-A) 

Form 1A has three sections: a declaration, a certificate of medical fitness, and personal information with a photo. The first section is completed by the applicant, and the second and third sections are certified by a licensed medical professional. 

Steps to fill out the medical certificate form:

  • The personal information section will need to be completed by the applicant with their name, address, and contact information. 
  • You will be required to enter two easily recognisable physical characteristics, such as birthmarks, moles, or stitch marks. At the top right corner of the application, you need to paste a recent passport-size photo. 
  • In the certificate of medical fitness section, the licensed medical professional will need to fill out their information, including their licence number. 
  • It is crucial for the doctor to check the applicant’s reaction time, glare recovery, and side vision if they are applying for a commercial vehicle or hazardous truck licence. This is because operating these vehicles requires greater mental and physical alertness.
  • The doctor will then conclude whether or not the applicant is qualified to hold a driver’s licence. If a candidate is deemed unsuitable, the doctor will explain his reasoning in detail.
  • In the declaration section, there are a number of declarations attesting to the candidate’s roadworthiness. For example, his current state of health shouldn’t endanger other commuters.
  • The applicant will be required to put his signature and the date on the form. The candidate’s signature or thumbprint should appear above the doctor’s signature on the medical certificate, along with his or her name and position. 
  • Additionally, he must include his registration number and seal the document with the official seal.

Declarations 

  1. The first declaration on the form concerns vision-related defects. If the doctor checks this box, he must also indicate whether glasses can correct the problem.
  2. The second declaration pertains to the applicant’s ability to differentiate between pigmentary colours such as green and red. 
  3. The third one relates to the ability to recognise other cars and licence plates from a minimum distance away. If your sense organs appear to be functioning normally in either situation, the doctor will mark it ‘yes’.
  4. If the candidate has any degree of deafness that could affect his responsibility behind the wheel, it will be made clear in the declaration ‘d’.
  5. The declaration ‘e’ addresses night blindness. It is a disease caused by a vitamin A deficiency that impairs night vision. Candidates who have this medical condition might find it difficult to drive at night.
  6. Whether or not the applicant has a deformity or organ loss impairing his ability to drive is the subject of declaration ‘f.’ The RTO department ensures that the driver is not a threat to other passengers or drivers of other vehicles.
  7. The applicant’s blood type and Rh factor can be found in section ‘g’ of the declaration. This information is optional, and it is up to the applicant to decide whether or not to include it on his driver’s licence.
