The HRDA (Haridwar-Roorkee Development Authority) was established in 1986 and undertakes a wide range of works for public and city development.

What is HRDA?

The HRDA or Haridwar-Roorkee Development Authority was established on May 2, 1986, to promote the development of the planning area, in line with policy. For this, the board has been empowered to acquire land and other property, to hold and manage it, to sell it, to carry out construction, engineering and mining operations, to carry out works in connection with the supply of electricity, dispose sewage, to provide and maintain other facilities, and carry out any other activity that the authority deems necessary.

  • To strictly regulate land transactions.
  • Decongestion of commercial and transportation corridors.
  • To facilitate vertical urban growth that is earthquake resistant.
  • To encourage the use of non-conventional energy generating systems at the micro-scale.
  • Prevent encroachments from occurring.
  • To prioritise corrective measures in the HRDA plan and include rehabilitation plans, when necessary.
  • To decide the final zoning concept after establishing land capability classes and conducting environmental impact assessments for different choices.
  • To plan economic, transportation, and industrial expansion, within environmental and natural resource conservation legislation.
