Karnataka Revenue Minister R Ashok on March 2, 2023, launched Kaveri 2.0, saying the new software ensures registration of properties in just 10 minutes and relieves public of the ordeal of waiting at the sub-registrar’s offices for hours or depending on touts. “It is a revolutionary technology that will not only end hassles in property registration but also end the menace of middlemen at sub-registrar offices,” Ashok said.
Kaveri 2.0, which was piloted at Chincholi and Belagavi South sub-registrar’s offices, will go live across all sub registrar offices in the state in the next 3 months, the minister said. Karnataka’s department of stamps and registration has developed the new software with the Centre for Smart Governance.
Kaveri 2.0 will make property registration simpler by dividing it in 3 stages of pre-registration, registration and post-registration. In the first stage, the buyer will enter the details required for property registration through an online process. This will help sub-registrars verify the authenticity of the property. After verification, the buyer will be asked to make online payment. After the online payment, the buyer will be able to schedule an online appointment at the sub-registrar’s office. In the second stage, the buyer will visit the office for the presentation of the sale deed and for capturing biometrics. In the third stage, the buyer will get the digitally signed sale deed document after completion of registration.
The stamps and registration department will have real time statistics on registration and revenue and can analyse data to find things like age group/ gender purchasing property, areas where real estate is booming, etc., said the minister. Kaveri-2 also enables integration with other departmental applications like Bhoomi, e-SWATHU, e-AASTHI, KHAJANE-II, FRUITS and SAKALA, said the minister.
