Major ports to have green hydrogen by 2035: Sonowal

The government will develop an enabling policy framework for setting up a green hydrogen ecosystem.

To achieve zero carbon emissions and encourage eco-friendly practices in port development, operation and maintenance, the ports, shipping and waterways ministry launched the ‘Harit Sagar’ Green Port Guidelines 2023’.

On April 29, 2023, Sarbananda Sonowal said that green hydrogen/ammonia bunkers and refuelling facilities would be set up in all major ports by 2035 under the National Green Hydrogen Mission, the union minister of ports, shipping and waterways.

It took 60 years for the Indian economy to reach the $1 trillion mark, and now in just nine years from 2014, India is almost a $3.5 trillion economy, Sonowal said while addressing a session on PM Gati Shakti at a conference in Mumbai.

 

What is the National Green Hydrogen Mission?

The National Green Hydrogen Mission is a programme undertaken to facilitate the demand creation, production, utilisation and export of green hydrogen. On January 4, 2023, the Union Cabinet approved the National Green Hydrogen Mission with an allocation of Rs 19,744 crore to produce 5 million tonne of green hydrogen annually by 2030.

The country has set a target of becoming energy independent by 2047 and achieving Net Zero by 2070. Thus, green hydrogen is considered a reliable alternative for increasing renewable energy use across all economic spheres. Through this programme, the government aims to achieve over Rs 8 lakh crore in total investments, creation of over 6 lakh jobs, more than Rs 1 lakh crore cumulative reduction in fossil fuel imports and a reduction of nearly 50 MMT of annual greenhouse gas emissions.

As per an official statement, the government will develop an enabling policy framework to support the establishment of a green hydrogen ecosystem. It will also come up with robust standards and regulations.

Two financial incentive mechanisms – targeting domestic manufacturing of electrolysers and production of green hydrogen – will be enabled under the Strategic Interventions for Green Hydrogen Transition Programme (SIGHT). The National Green Hydrogen Mission will assist pilot projects across emerging end-use sectors and production pathways. Regions capable of supporting large-scale production and/or utilisation of hydrogen will be developed as green hydrogen hubs, the statement said.

 

Green Port Guidelines

The new norms under the Harit Sagar Green Port Guidelines will focus on using clean and green energy, including green hydrogen, green ammonia, green methanol/ethanol. The guidelines will provide a framework to enable major ports to come up with a comprehensive action plan for attaining quantified reduction in carbon emission over defined timelines through focused implementation and close monitoring of Green Initiatives and to achieve Sustainable Developmental Goals (SDG).

 

Sagarmala programme: Latest updates

Currently, there are 802 projects worth investment of Rs 5.4 lakh crore for implementation under the Sagarmala programme by 2035, Sonowal said. A total of 228 projects worth Rs 1.21 lakh crore have been completed, and 260 projects worth Rs 2.36 lakh crore are under implementation. He further added that 314 projects worth Rs 2.11 lakh crore are under different stages of development.

In Maharashtra, 126 projects worth Rs 1.13 lakh crore have been undertaken through the Sagarmala programme. Out of these 126 projects, 39 projects worth Rs 16,393 crore have been completed. There are 42 projects worth Rs 18,146 crore under implementation, and 45 projects worth Rs 78,746 crore under development, the union minister said.

Pradhan Mantri Gati Shakti National Master Plan

Under the Pradhan Mantri Gati Shakti National Master Plan, the Ministry of Ports, Shipping and Waterways has identified 101 projects worth Rs 62,227 crore, which will be implemented by 2025. Out of these 101 projects, 26 projects with a cost of Rs 8,897 crore have been completed while 33 projects with a cost of Rs 36,638 crore are under implementation. Out of the 33 projects under implementation, 14 projects worth Rs 20,537 crore are expected to be completed by December 2023.

The union minister said that out of the total 101 projects, 12 projects worth Rs 9,867 crore are being implemented in Maharashtra, and 3 of these projects amounting to Rs 3,165 crore have been completed. Two projects amounting to Rs 675 crore are under development and the remaining seven projects worth Rs 6,027 crore are under implementation and expected to be completed by 2025.
