The Indian government has introduced the Sarthi Parivahan Sewa plan to standardise processes linked to driving licences and car registration. Under this plan, a single platform will house all services related to driver’s licence and car registration.
The Sarthi Parivahan Sewa program has been initiated by the Ministry of Highway and Road Transport. Through this plan, smart card technology will be used to automate all vehicle registration and driving licence-related tasks inside the transport authority. This plan’s execution will deal with concerns including interstate vehicle mobility and establishing state and federal registries.
Better services for the transportation department and the general public will be provided by this plan. In addition, swift government policy execution is planned. Candidates who wish to apply for DL do not need to go straight to the RTO office; they may do it simply online via the Parivahan Sarathi website. Citizens will save both money and important time by utilising this site. Aadhaar Card and Passport cremation services are available on the Parivahan Sarathi site. Candidates may monitor the progress of their DL application, etc., from home.

Raj Parivahan: How to get vehicle registered?
An application in Form 20 shall be made to the concerned registering authority, enclosing the following documents:-
- Certificate of Sale in Form 21 (original).
- Certificate of road fitness issued by the manufacturer in Form 22.
- Form 22 ‘A’ (for vehicles whose body chassis is manufactured) Part I – to be issued by the manufacturer Part II – to be issued by the body manufacturer.
- Attested copy of valid insurance.
- Copy of the original bill of the vehicle.
- Attested copy of the Permanent Account Number (PAN) card of the vehicle owner in respect of Income Tax / Form No. 60/61.
- A notarized copy of one of the documents listed in Rule 4 of the Central Motor Vehicles Rules, 1989, that proves your place of residence.:-
(i) Photo Identity Card
(ii) Electoral Enrollment List
(iii) Life Insurance Policy
(iv) Passport
(v)Receipt for taxes paid that was printed and issued by federal, state, or municipal authorities
- Two latest passport-size photographs of the vehicle owner.

Raj Parivahan: How to get a driving licence?
A person is only permitted to operate a motor vehicle in a public setting if they have a valid driver’s licence for that type of vehicle. Both the learning permit and the driving permit will be valid across India.
A person may drive a motor vehicle to present himself for a driving test/licence, to learn or gain experience in driving a vehicle, provided he-
- obtained a learning licence, and
- In that motor vehicle, in addition to the driver, as an instructor, is a person who holds an effective driving licence to drive a motor vehicle and is seated in such a position as to be able to quickly control or stop the motor vehicle.
- On a plate or card painted/ pasted on the front and rear side of the motor vehicle with a white background of not less than 18 square cm but red with an L in the following form:
- At least 10 cm. high
- At least 2 cm. thick
- 9 cm in the bottom wide
The minimum age limit prescribed for the application for a learning licence according to the category of a motor vehicle is as follows:-

Permanent driving Licence (driving licence to be obtained) at least one month after the date of issue of learning licence. Application for obtaining a permanent driving licence shall be made in person in Form No. 4 to the concerned Licensing Authority by appearing in person and enclosing the following documents:
- Valid learning licence issued to drive the desired class of vehicle (original).
- Three copies of the latest passport-size photograph of the applicant.
- Prescribed licence fee.
- Prescribed test fee.
- Training Certificate (Form No. 5) issued by Motor Driver Training School for Driving Licence of Transport Vehicle Category, where he has undergone training in this regard. As per Rule 2.2 of the Vehicle Rules, 1990, only authorisation will be required, which will be issued after the applicant has submitted the character certificate and the prescribed fee.
- Prescribed fee.
- Character certificate of the applicant for the driving licence of transport vehicle category.
- Badge fee.
It takes effect for a certain amount of time from the day the driving licence was issued and must be renewed within 30 days of the time limit running out. According to the kind of motor vehicle and the licensee in question, the following is the applicable period:

Therefore, the driving licence will be granted by the applicable Licensing Authority if the applicant has applied appropriately by the laws, passed the driving test, and has not been prohibited from owning or getting a licence.

Once a DL application has been registered, taken, and passed, the applicant may monitor its progress on the Parivahan Sewa website. Here are the measures you may take to verify DL’s health:
- See the Parivahan Sewa website. Select “Driving License Related Services” from the “Online Services” drop-down box.
- Click the “Application Status” link that appears in the main menu’s top right-hand corner.
- Input your personal information (such as your date of birth, application number, and the captcha code) on the new screen and hit the “Submit” button.
- The computer screen will show the DL application’s specifics and its current status.
