If you  plan to build a house or a commercial building in any part of India, you have to first get a building permit from the local governing body. This permit allows you to build, demolish, rebuild, or alter any building in the dedicated spot. Once you get the building permit as per the governmental rules, you must complete the construction process within three years for buildings less than four storeys. For buildings taller than four storeys, the time provided for completing the construction process is four years.

The local governing body of each state in India allots these permits based on certain criteria. They check if the land is being used in compliance with local requirements for leaving space for sewage and road. Secondly, the authority checks if you are building an authorised building in the correct zoning. Thirdly, they check if the construction standards have been met.

To get a building permit in Kerala, follow these steps:

 

Step 1: Identify the property

Begin by identifying the plot where you wish to do construction. Consult with your architect to prepare a sketch that adheres to the Kerala Panchayat Building Rules (KPBR) or Kerala Municipality Building Rules (KMBR) as per the jurisdiction under which the construction site falls.

 

Make sure that this sketch includes these details:

  • Building elevation
  • Site layout
  • Sections
  • Floor plan (all floors)
  • Site plan (setbacks, plot width, access road width)
  • Roof or terrace plan
  • Rain water harvesting
  • Details of soak pit and septic tank

Step 2: Get your documentation up-to-date

Make sure all the documents are up to date and within reach before filing the application. These include latest land tax receipts, copy of title deed, and possession certificate.

 

Step 3: Get the approval from the local self-governing body online

Only a licensee at the local self-governing body, such as a panchayat, corporation, or municipality, can file the application for a building permit. The licensee could be a licensed draftsman, a licensed engineer, or an architect. The relevant documents are given to the licensee, who then applies for the building permit’s approval online at the local self governing body.

 

Step 4: Get acknowledgment from the authorised body

Step 6: Verification by the building inspector

The Building Inspector (BI) then visits the property in question to assess the veracity of the information available in your application, before submitting the report to the Assistant Engineer (AE).

 

Step 7: Verification by the assistant engineer

The Assistant Engineer then performs another round of verification before submitting the report to the Assistant Executive Engineer (AXE).

 

Step 8: Approval of the application

The Assistant Executive Engineer then either approves or rejects the application based on this report. This process is enough for buildings up to 350 sq m. However, for buildings larger than that, scrutiny levels are higher and further levels of approvals are required.

 

Step 9: Fee payment and issue of building permit

For the final step, in the case of approved applications, you can make the fee payment at the office of the concerned self governing body. Once the payment is made, the building permit will be issued and sent to the registered address.
