A caste certificate is used to prove membership in a certain caste as that term is defined under the Indian Constitution. The government considered that special support and opportunities were necessary for the scheduled castes (SC) and scheduled tribes (ST) to advance at the same rate as the general population. Due to India’s protected discrimination regime, this group of citizens now has some special rights. 

These advantages include reduced age requirements when applying for particular occupations, job quotas, reserved posts in the government and parliament, whole or partial waivers of college and school admission charges, and more.

The UT administration and the state governments have both established the processes for issuing caste certificates, which must be done by the state government. Each state government or the administration of a union territory has its own set of guidelines for giving certificates. In India, vernacular and English versions of the SC, ST, and OBC certificates are all accessible. The following officials can offer proof of ST caste:

  • District Magistrate, Additional District Magistrate, Collector, First Class Stipendiary Magistrate, Taluka Magistrate, Sub Divisional Magistrate, Executive Magistrate, Additional Assistant Commissioner, Deputy Commissioner, Additional Deputy Commissioner, Deputy Collector.
  • The Magistrate of the Presidency, Chief Magistrate, or Additional Chief Magistrate.
  • A revenue official having at least the rank of tehsildar, as well as the candidate’s or their family’s sub-divisional officer.

According to guidelines published in vide 0.M.No.36011/1/2012-Estt. (Res.) dated 8 October 2015, a candidate who belongs to a particular Scheduled caste, Scheduled Tribe, and other backward classes may be appointed provisionally based on whatever prima-facie evidence they can produce to support their claim, subject to the furnishing of the prescribed certificate within the specified time frame.

SC/ST certificate: Requirement for obtaining scheduled caste (SC)/scheduled tribe (ST) certificate

  • A form that has been properly filled out and attested.
  • A document proving the applicant’s identity (ID), such as a passport, voter ID card, or PAN card. An Aadhar Card is not required, but if one is provided, the applicant’s name on the application must match the applicant’s name on the Aadhar Card.
  • If the offence is not minor, submit a self-declaration in the format required.
  • The applicant’s photo must correspond with the applicant’s photo on the Aadhar Card. When submitting or verifying an application, the applicant’s picture will be taken using a web camera.
  • A duplicate of any other SC/ST certificate that belongs to the applicant’s father, grandpa, sister, brother, or other paternal blood families.
  • If the SC/ST certificate was granted outside of Delhi, you must make a self-declaration. The self-declaration for children under the age of 18 will be completed by the major.
  • The applicants who attached a copy of their father’s side SC certificate issued in Delhi are exempt from providing an affidavit.
  • Two government authorities must declare that the application is known to them and that they are members of the specified community (name of the caste), which is SC/ST, together with authenticated copies of their ID cards if the applicant’s family has not yet received an SC/ST certificate.
  • In the case of married women, both the current residence and the previous residence will be the subject of a municipal investigation.
  • Documents demonstrating the applicant’s current address (voter card, passport, electricity bill, water bill, etc.)
  • Evidence of the Birth Date (birth certificate, school certificate, passport etc.)
