The Central government has allocated an additional target of 1,44,220 houses to be constructed under the Pradhan Mantri Awas Yojana-Gramin (PMAY-Rural) in Uttar Pradesh in the current fiscal year (FY24). This has increased the total quota of the houses allocated to the state under the Awas Plus List to 21,68,674. The construction of these houses is to be completed by March 2024.
The allocation was done in response to UP chief minister Adityanath Yogi’s appeal for more rural housing. On July 14, 2023, the Union rural development minister sent a letter to the Uttar Pradesh rural development department, informing about the allocation of the additional target. The letter mentions that in line with the scheme’s focus, the state needs to earmark at least 60% of the houses for SC/ST applicants subject to their availability in the housing database.
Initially, the identification of beneficiaries under the scheme was done based on the Socio-Economic Caste Census (SECC) 2011, but the government in 2019 decided to conduct an Awaas Plus survey to accommodate eligible beneficiaries left out by the previous survey.
According to the letter, the state is also requested to finalise the block, district, GP-wise and category-wide targets in Uttar Pradesh as per the user manual on housing issued by the ministry. Moreover, the letter also asked to issue the necessary instructions to all the blocks/districts/GPs within UP to fix targets on AwaasSoft as per the user manual and expedite the sanctioning of houses for timely completion. The Union ministry has requested the state to sanction houses to the eligible households by August 13, 2023.
According to the official record, under the PMAY-Rural, 34.72 lakh houses have been allocated to UP since its inception. With the addition of 1.44 lakh houses, the state’s total allocation reached about 36.16 lakh; out of these, 21,68,674 is the target under the Awas Plus List.
