UP govt forms Lucknow-State Capital Region (SCR) on the lines of Delhi-NCR

The UP-SCR includes the districts of Lucknow, Sitapur, Unnao, Hardoi, Rae Bareli and Barabanki.

July 24, 2024: The Uttar Pradesh government on July 19, 2024, announced the establishment of the Uttar Pradesh State Capital Region (UP-SCR), encompassing Lucknow and five neighbouring districts, similar to Delhi’s National Capital Region (NCR). This initiative, launched by Chief Minister Yogi Adityanath in September 2022, received state cabinet approval on March 6, 2024. Governor Anandiben Patel officially designated the area as UP-SCR on July 19.

 

The UP-SCR includes the districts of Lucknow, Sitapur, Unnao, Hardoi, Rae Bareli and Barabanki, covering a total area of 27,826 square kilometre with a combined population of approximately 23 lakh people. This region aims to promote coordinated development efforts.

 

Governor Anandiben Patel also approved the creation of the Uttar Pradesh State Capital Region Development Authority (UP-SCRDA) on July 19, with the Housing and Urban Planning Department issuing the official notification. This action was taken under the Uttar Pradesh State Capital Region and Other Regions Development Authority Ordinance, 2024 (UP Ordinance 4 of 2024). The UP-SCRDA will manage development projects and resources within the new region.

 

Headquartered in Lucknow, the Authority is led by the Chief Minister of Uttar Pradesh, with the Chief Secretary serving as chairperson and the Principal Secretary of the Housing and Urban Planning Department as the convening member. The Authority includes Additional Chief Secretaries, Divisional Secretaries, Secretaries from key departments, vice-chairmen of development authorities and District Magistrates of the six districts. Representatives from the Government of India and the Ministry of Defence are also members, alongside city and village planning officials in ex-officio roles. The Divisional Commissioner of Lucknow serves as the Secretary of the UP-SCRDA, ensuring effective administration and the implementation of development plans.
