What is West Bengal stamp duty 2025?
Stamp duty is the tax paid by homebuyers in West Bengal while buying a property. In this guide, we will detail how you can pay stamp duty online, offline, refunds, and exemptions.
The West Bengal Stamp Duty is levied on different types of deeds executed over a property, ranging from sale deeds, gift deeds, mortgage deeds, lease agreements, and exchange deeds. These are collected from property buyers under section 3 of the Indian Stamp Act, 1899, and the Registration Act, 1908. The stamp duty is calculated as a percentage of the property’s consideration amount or its market value as mentioned in the agreement, whichever is higher.
On January 17, 2024, West Bengal announced that the stamp duty will be calculated on the basis of carpet area and not the super-built-up area. The super-built-up area includes staircase, open areas, land, etc., which is mostly 20% higher than the carpet area. Thus, the stamp duty that people will pay will be comparatively less. However, to make up for the losses that the state exchequer may face, the state has revised the circle rate.

Location of property | Property worth up to Rs 1 crore | Property worth over Rs 1 crore | Registration charge |

Urban area | 4% | 5% | 1% |
Effective July 1, 2024, the West Bengal government withdrew the temporary 2% stamp duty rebate and a 10% reduction in circle rates. This initiative was announced by the government on October 30, 2021, and was extended till June 30, 2024, to provide relief during the COVID-19 pandemic. Stamp duty in West Bengal is calculated based on carpet area and not the super-built-up area.

Stamp duty charges 2025 in Kolkata
Property location | Property value less than Rs 25 lakh | Property value above Rs 40 lakh | Registration fees |
Corporation (Howrah or Kolkata) area | 6% | 7% | 1% |
Notified area/Municipality/Municipal Corporation | 6% | 7% | 1% |
Areas that are not included in the above-mentioned categories | 5% | 6% | 1% |
Example of property costing less than Rs 25 lakh
If you are investing in a property in Kolkata for Rs 20 lakh, the stamp duty is 6% of Rs 20,00,000, which is equal to Rs 1.2 lakh. The registration fee of the property is Rs 20,000 (1% of Rs 20,00,000). Thus, the total stamp duty + registration charges is Rs 1.2 lakh + Rs 20,000, equal to Rs 1.4 lakh.
If you are investing in a property in Kolkata for Rs 45 lakh, the stamp duty is 7% of Rs 45,00,000, which is equal to Rs 3.15 lakh.
