Rural Housing in Odisha: Objectives

Using a mission mode approach, the plan aims to transform all kutcha homes in the state’s rural districts into pucca homes by a certain date. A pucca home can survive the effects of time and weather without succumbing to major structural damage. Some examples of materials that may be used to construct walls include stone, fly ash bricks, burned bricks, cement concrete, lumber, etc. A pucca home, once built, should last at least 30 years.

 

Rural Housing in Odisha: Different schemes

Rural housing initiatives in Odisha that have already commenced rollouts include the ones listed below.

  • Pradhan Mantri Awaas Yojana(Grameen) 

Pradhan Mantri Awaas Yojana (PMAY) is the rebranded version of the previous flagship initiative, Indira Awaas Yojana (IAY), run by India’s Ministry of Rural Development (Grameen). According to the SECC-2011 Survey, low-income households that do not have a home or live in a dwelling with fewer kutcha rooms may apply for funding to build a home of at least 25 square metres. A household may get up to Rs. 1.30 Lakh in housing aid in an IAP District and up to Rs. 1.20 Lakh in other districts.

  • Biju Pucca Ghar Yojana 

The State’s official flagship initiative is called the Biju Pucca Ghar Yojana. In the 2014–15 fiscal year, the project was introduced to replace the previous initiative, “MO-KUDIA YOJANA,” to transform all kutcha homes into pucca ones. There are two parts to the BPGY:

  • Biju Pucca Ghar Yojana Normal

This Component funds expenses such as providing incentives to PMAY (G) and BPGY recipients for completing their homes early, presenting awards for outstanding work, educating the public, educating government employees, paying for official training, and paying for the production of engraved logos, among other things.

  • Biju Pucca Ghar Yojana Special 

The following types of recipients are eligible to receive houses under this component of the program:

  1. Households in rural areas that have been impacted by natural or man-made disasters such as fires, flooding, cyclone, earthquakes, elephant threat, community violence, severe law and order crisis, etc.
  2. Victims of rivers, the sea, floods, and those forced to relocate because of government projects, etc.
  3. Those who benefited from the Scheduled Tribe as well as other Traditional Forest Dweller Act, which was passed in 2006.
  4. People who suffer from occupational ailments such as silicosis, asbestosis, or pesticide poisoning due to excessive usage.
  5. Households who are very low-income, vulnerable, and worthy but that were unable to be chosen for other housing programs even though they require a pucca home.

 

  • Pucca Ghar Yojana (Mining) 

Under the Biju Pucca Ghar (Mining) plan, pucca homes are granted on a saturation basis to all kutcha families in 691 mining-affected villages in eight districts (Angul, Jharsuguda, Keonjhar, Dhenkanal, Jajpur, Koraput, Mayurbhanj, and Sundargarh). Panchayati Raj and Drinking Water Department enforce the plan supported by the Odisha Mineral Bearing Areas Development Corporation (OMBADC).

 

  • Nirman Shramik Pucca Ghar Yojana 

Registered construction workers in Odisha who have done so for at least a year by the Building and other construction workers (RE&CS) Act are eligible for financial support under the “Nirman Shramik Pucca Ghar Yojana.” The Odisha Building and Other Construction Workers Welfare Board (OB&OCWWB) is responsible for funding this program, while the Panchayati Raj & Drinking Water Department is in charge of putting it into action. As with BPGY recipients, unit assistance will be paid out in instalments over time. 

 

Rural Housing in Odisha: Key features 

  • Under the terms of the Biju Pucca Ghar Scheme, the building of housing is not allowed to include any private contractors.
  • The housing unit should be granted under the program in the name of the woman who is the head of the home.
  • Developed to give new, permanent dwellings to worthy and really impoverished rural families that now reside in kutcha huts.
  • The number of kutcha households in the SECC 2011 survey will be used to choose the recipients, and this figure will be updated regularly.
  • The necessary floor area under Biju Pucca Ghar Scheme is 25 square metres
  • Following the parameters of this plan, the roofing material should be RCC.
  • Direct Account Transfer, also known as NEFT, RTGS, and electronic money management systems, will be used to effect a direct transfer of funds into the beneficiary’s account.

 

Rural Housing in Odisha: Implementation 

  • Under the Biju Pucca Ghar Yojana, the recipient’s home must have been built by the beneficiary.
  • Each and every Panchayat Samiti will carry out the plan as the implementing body.
  • Under the direction of the DRDA or the Zilla Parishad, the Panchayat Commission will carry out its duties.
  • Beneficiaries would be provided with various designs under the Biju Pucca Ghar Yojana.
  • The kitchen, the restroom, and the bathroom comprise the essential components of this plan’s basic design.
  • Constructing the roof to survive the weather patterns of the location is an important design consideration.
  • The Biju Pucca Ghar Yojana recipient must have his or one of his family members’ names included on the title deed of the home that is built as part of the program.
  • If the home being built is going to be put into the name of a family member, then the landowner must provide a certificate of no objection.
  • The identity of the family’s female breadwinner will be included in the dwelling home deed.
  • If there is no female head of the family, then the male of the family will be the one to get the allotment.
  • The residence shall make allowances for people with disabilities by the quota, and such accommodations will be made in the person’s name.
  • If the recipient is a senior citizen who cannot oversee the development and ask for support in writing for building work, then the development of the house will either be taken on as part of a mason training program or reputable agencies will do it with the collector’s approval.

 

Rural Housing in Odisha: Who is eligible?

  • It is required that the applicant be a long-term resident of the state of Odisha.
  • An applicant must fall into one of the economically disadvantaged categories.
  • It is required that the candidate currently resides in a kutcha home.
  • The applicant must not possess any pucca houses in the state at the time of application.

Rural Housing in Odisha: Monitoring 

The district collector is the one who is accountable for determining whether or not the program is being carried out appropriately. As part of the Biju Pucca Ghar Yojana, the BDOs must conduct inspections on 10 per cent of the new homes. The officer at the district level is obliged to examine one per cent of the homes in the district, while the APD (RH) must check ten per cent of the homes in the district. 

To ensure that the Biju Pucca Ghar Yojana is carried out accurately, the Awaassoft program will be used as an essential monitoring tool. The BDOs must keep Awaassoft up to date with the current status of the Biju pucca Ghar Yojana.

 

Rural Housing in Odisha: Timeline 

Recipients of the Biju Pucca Ghar Yojana are required to finish the construction of their homes within one year, beginning on the day the first allocation of funds under the plan is credited to their accounts. 

If a beneficiary plans to build a larger home, he or she must finish the core house, which must have a carpet area of at least 25 square metres, and then the beneficiary may begin working on the expansion.

 

Rural Housing in Odisha: Scheme components

Under the Biju Pucca Ghar Yojana (Normal) program, the government would provide the recipient with financial assistance. There will be a payment of Rs. 20000/- made for the completion of the home and IHHL (Individual Household Latrine) within four months of the receipt of the first instalment, and Rs. 10000/- will be made for the completion of the home and IHHL within six months of the receipt of the first instalment. 

The monetary amount will be sent through RTGS, NEFT, or any other kind of electronic payment. 

 

Rural Housing in Odisha: Selection procedure

  • The determination of who will get assistance from the Biju Pucca Ghar Yojana will be handled by a committee that will be formed at the district level.
  • The list of people who will benefit from the Biju Pucca Ghar Yojana will be approved by the district-level committee and then sent to the district collector.
  • This list will be sent to BDO by the district collector.
  • If the district-level committee does not deliver the list within the allotted time, the district collector has the authority to approve the list already in his possession and convey it to the BDO.
  • After that, a complete list will be compiled and sent to the gram Panchayats and block headquarters that are relevant.
  • Additionally, the list will be made accessible on the DRDA website and the state rural housing portal.

 

Rural Housing in Odisha: Unit cost 

According to the Biju Pucca Ghar Yojana, the expenses of building vary between districts that are not included in the IAP and districts that are included in the IAP. Under the Biju Pucca Ghar Yojana (special), the unit cost is Rs 120000 for districts that are not IAP districts; however, the unit cost is Rs 130000 for IAP districts. 

PR and DW can adjust this unit’s cost arbitrarily at any moment. Odisha’s state government will cover this project’s whole price in four equal payments.

 

Rural Housing in Odisha: Facilitation 

A recipient of the Biju Pucca Ghar Yojana would be facilitated in obtaining a loan of up to Rs. 70,000 from any banking institution if they choose. If the recipient opts for a financial institution as the funding source, the government’s contribution will be deposited into the same account. The executives of the banking firms would keep an eye on the building process in this scenario.

 

Rural Housing in Odisha: Financial management 

The state-level Biju Pucca Ghar Yojana accounts are managed by the DDO PR & DW department, from which the funds would be drawn. The government will use PFMS or e-FMS to make electronic transfers directly into the recipients’ accounts. All money contributed to the Biju Pucca Ghar Yojana, including any interest earned on that money, would be considered part of the scheme’s budget and used to carry it out. 

There should be a separate account for the DRDA or the block level at a public sector bank, nationalised bank, or controlled commercial bank. This bank account will be used for official government activity and will be subject to audits by the Odisha auditor general or the Indian comptroller and auditor general.

 

Rural Housing in Odisha: Material procurement 

To build a home using the resources provided by the Biju Pucca Ghar Yojana, materials like cement, steel, brick, etc., would be needed. The district administrator is in charge of coordinating the distribution of building supplies to the recipients. A Biju Pucca Ghar Yojana recipient can either purchase building supplies from the vendor selected by the district administration or from a vendor of the recipient’s choosing.

 

Rural Housing in Odisha: Scheme instalment 

  • All recipients will get the instalment, enabling them to construct pucca dwellings in Odisha. The following are the instalments that are accessible via the various schemes:
  • When the order is placed for the construction, the first payment of Rs 20,000 will be provided.
  • The second payment is due after the lintel has been installed.
  • IAP districts will get Rs 35,000
  • Non-IAP districts Rs 30,000
  • A third payment is given when the house is complete (including the roof).
  • IAP districts will get Rs 45,000
  • Non-IAP districts Rs 40,000
  • When the home is totally finished with sanitation latrines and the recipients move in, the final payment of 30,000 rupees will be given.
