July 24, 2023: A total of 118.90 lakh houses have been sanctioned under the Central government’s Pradhan Mantri Awas Yojana-Urban scheme (PMAY-U) till July 10, 2023, the ministry of housing & urban affairs said today.
“The PMAY-U is a demand driven scheme and the government has not fixed any target for construction of houses. States/UTs have undertaken demand surveys under the PMAY-U for assessing actual demand of housing and reported a demand of 112.24 lakh houses,” it said.
Of the sanctioned houses, the ground-laying work for 112.22 lakh is complete; of which, 75.31 lakh are completed/delivered to the beneficiaries, minister of state for housing & urban affairs Kaushal Kishore told the Rajya Sabha in a written reply. Out of Rs 2 lakh crore Central assistance, Rs 1.47 lakh crore has been released till date, he said.
In the past three years, 45.43 lakh houses have been sanctioned and 46.04 lakh houses are grounded for construction which includes grounding of 5.92 lakh houses sanctioned in preceding years. In the past three years, 39.63 lakh houses were completed/delivered to the beneficiaries, the minister added.
The housing ministry is implementing the scheme since June 25, 2015, to provide pucca house with basic amenities to all eligible urban beneficiaries across the country. The scheme is implemented through four verticals ─ beneficiary-led construction (BLC), affordable housing in partnership (AHP), in-situ slum redevelopment (ISSR) and the credit-linked subsidy scheme (CLSS) ─ based on eligibility criteria as per scheme guidelines.
The scheme is being implemented through designated nodal agencies at the state level. The implementation period of the PMAY-U scheme has been extended till March 31, 2024, except for the CLSS vertical, to complete all the houses sanctioned under the scheme without changing the funding pattern and implementation methodology, the minister said.

“Under the scheme guidelines, a suitable grievance redressal system has been set up at both state and city level to address the grievances/ discrepancies in implementing the scheme from various stakeholders. In addition, for proper selection of beneficiaries, scrutiny of beneficiary list is done at multiple levels in the states/UTs for approval,” he said.
“Complaints of irregularities/discrepancies during the implementation of the PMAY scheme are forwarded to the state/UT concerned for appropriate action, including disciplinary action against the persons concerned. Additionally, the Centralised Public Grievance Redressal and Monitoring System (CPGRAMS) is available to the citizens to lodge their grievances to the public authorities on any subject related to service delivery, including the PMAY-U,” he added.
