BBMP rolls out scheme to simplify building plan approvals

Property owners can visit the website to upload the documents and complete the application process.

March 12, 2024: The Bruhat Bengaluru Mahanagara Palike (BBMP) introduced a new scheme, Nambike Nakshe, on March 11, 2024, aimed at simplifying the process of obtaining building plan approvals, according to media reports. Under the new scheme, property owners planning to build new houses of up to four floors less than 50 x 80 square foot (sqft) can obtain approval online without visiting the BBMP offices.

As cited in reports, deputy chief minister and Bangalore urban development minister D K Shivakumar said the scheme would be initially rolled out in the R R Nagar and Dasarahalli zones and would be implemented in other parts later.

 

Building permit application process

  • To apply for a building permit under the new scheme, property owners are required to upload site documents and building plans through an empanelled engineer or architect by visiting the website https://bpas.bbmpgov.in/BPAMSClient4/Default.aspx?TAV-1
  • The required documents for application include:
    • Plot ownership documents
    • Revenue records
    • Plot’s guidance value
    • Details of approach road width
    • Current site conditions
  • The engineer/architect will carry out a site inspection, verify documents at the plan approval stage and upload plans to the BBMP portal.
  • Documents are shared with the Karnataka State Remote Sensing Applications Centre (KSRSAC) to verify buffers required for nala (primary, secondary and tertiary), lake, heritage buildings and railway boundary, etc.
  • Once the software automatically verifies for compliance with zonal regulations and bye-laws, a detailed scrutiny report will be sent to the registered engineer and architect.
  • In the second stage, the system will share the automated fee payment challan with the applicant and they will have to pay the fee within 45 days online. As soon as the fee is paid, the provisional building license and plan will be shared in PDF format.
  • A copy of the same will be sent to the ward assistant revenue officer, assistant engineers and town planners, who will verify the documents and submit the report to the zonal assistant director, Town Planning, within a week. Within 15 days, the BBMP plans to issue a final building license with a digital signature.

In case the zonal assistant director does not approve the provisionally approved plan within 15 days, the license and plan will be considered as deemed approved by the software and the final license and plan will be issued, Shivakumar said.

If the zonal assistant director rejects the provisional licence without proper reasons, the registered engineer or architect can file an appeal against the rejection to the zonal joint director. In cases of automatic deemed approval, disciplinary action will be initiated against officials for negligence, he said as cited in media reports.

The deputy chief minister said that around 9,000 people applied for building plans last year, and authorities expect the number to cross 10,000 this year.
