Delhi CM approves signing of MoU for first three corridors of Metro Phase-4

This MoU aims to accelerate the progress of work on the first three corridors under Delhi Metro Phase-4.

February 20, 2024: The Delhi chief minister, Arvind Kejriwal, has given the go-ahead for the signing of a memorandum of understanding (MoU) between the Delhi government, the Centre and the Delhi Metro Rail Corporation (DMRC) for the first three corridors of Phase-4 of the Delhi Metro. This decision was disclosed in an official statement released on February 19, 2024.

Currently, the DMRC is engaged in the construction of a 65.2-km stretch encompassing three priority corridors with 45 stations as part of this initiative. These corridors include Janakpuri West-RK Ashram Marg (28.92 km) and Majlis Park-Maujpur (12.55 km), which are extensions of the Magenta Line and Pink Line, respectively. Additionally, the Aerocity-Tughlakabad corridor (23.62 km) is being constructed as the Golden Line to connect the Violet Line and the Airport Line from their respective ends.

This MoU aims to accelerate the progress of work on these three corridors. As per the agreement, the Delhi government will collaborate with the DMRC to introduce a common mobility card for integrated ticketing and seamless travel across all modes of transport in the National Capital Region (NCR). Furthermore, the MoU facilitates multi-modal integration, including suburban railways, in conjunction with the Ministry of Railways, to establish a well-connected network in the region. The Delhi government is obligated to promptly undertake all necessary actions to transfer project land to the DMRC, free from encumbrance.

Additionally, a high-powered committee (HPC) will be established under the chairmanship of the chief secretary to address city government-level issues related to implementation, particularly concerning land acquisition, utility diversion, structure relocation, rehabilitation of affected individuals and multi-modal integration. The MoU also stipulates the establishment of a traffic information management control centre for effective traffic monitoring, enforcement, data generation and collection for future planning. The MoU remains effective and valid until the project debt is fully repaid. Furthermore, it can be extended by mutual consent of the Delhi government and the Government of India.
