To ease traffic movement on the Delhi-Gurgaon Expressway, the 27.6-km Dwarka Expressway was planned as an alternate route to connect Delhi and Gurgaon. Presently under construction, Dwarka Expressway is an eight-lane, access-controlled expressway, connecting Mahipalpur in Delhi to Kherki Daula Toll Plaza in Gurgaon. The project was conceptualised as the Northern Peripheral Road (NPR) in 2006 and transferred to the National Highways Authority of India (NHAI) in 2016.

The cloverleaf junction on the Dwarka expressway near Kherki Daula has been opened for trial runs from all sides, the highway contractor, Larsen & Toubro (L&T) said as cited in media reports. The construction of a slip road, which takes traffic from the Delhi-Gurgaon expressway to the Southern Peripheral Road (SPR) was completed. Commuters can use the ramps and loops on the four-way junction to access the three major roads – Dwarka Expressway, SPR and NH-48.

Prime minister Narendra Modi inaugurated the Gurgaon section of the Dwarka Expressway on March 11, 2024. The Haryana section of the expressway is an 18.9-km-long stretch from the border to Kherki Daula. The project cost is estimated to be Rs 9,000 crore. The 10.1-km Delhi section of the expressway is currently under construction. The PM also inspected the four-level interchange of the Haryana Section of the Dwarka Expressway.

Once operational, the expressway project will enable commuters to access the Delhi-Mumbai Expressway via Badshahpur. The project has been developed at a total cost of approximately Rs 10,000 crore. The entire Dwarka Expressway will be operational by August 2024.

PM Modi inaugurates Haryana section of the Dwarka Expressway

March 11, 2024: PM Modi inaugurated the 19-km Haryana section of the Dwarka Expressway during his visit to Gurgaon, Haryana. He shared pictures of the expressway on X (Twitter) just before the inauguration.and wrote “Today is an important day for connectivity across India… The Haryana Section of Dwarka Expressway will be inaugurated. These projects will boost economic growth and are also in line with our efforts to build next-generation infrastructure”.

 

Authority plans to revamp key roads linking Dwarka Expressway to NH-8

The Gurugram Metropolitan Development Authority (GMDA) plans to redevelop two arterial stretches that link National Highway-8 (NH-8) and Dwarka Expressway to ease traffic movement and decongest Old Gurgaon. As per a TOI report, officials said they completed a preliminary study on the two stretches – IFFCO Chowk to Mahavir Chowk (4.8 km) and Old Railway Road to Dwarka Expressway via Basai (6.1 km).

The authority will identify road intersections and segments, where lanes will be widened to remove bottlenecks and reduce travel time between the two highways. Further, the authority has planned to develop flyovers or underpasses in areas such as Basai Road, Old Railway Road and Sukhrail for smooth vehicular movement. The GMDA has also planned to make provisions for on-street parking, construct footpaths and install utility ducts to prevent unnecessary digging. The project aims to boost connectivity to the Dwarka Expressway from NH-8, providing an alternate route to those travelling to and from Jhajjar to the city. Currently, several commuters travel through the Basai flyover towards Hero Honda Chowk.

The Dwarka expressway is being developed as the first elevated urban expressway aimed at reducing traffic congestion and boosting connectivity between Delhi and Gurgaon.

An 18.9-km section of the expressway will be in Gurgaon, while a 10.1-km section will be in Delhi. The expressway will start from NH 48 (old NH 8) at Shiv Murti in Mahipalpur in Delhi and end at NH 48 near Kherki Daula Toll Plaza in Gurgaon, Haryana.

Sectors along Dwarka Expressway

This Expressway will pass through residential localities, such as sectors 83, 84, and 99-113, and commercial localities covering sectors 105, 106, 109, 110, 110A, 111, 112, and 113.

The Dwarka Expressway will be developed in four phases, which includes different segments:

  • Shiv Murti in Mahipalpur to Bijwasan – 5.9 km
  • Bijwasan ROB to Delhi-Haryana border in Gurgaon – 4.2 km
  • Delhi-Haryana border to Basai ROB – 10.2 km
  • Basai to Kherki Daula cloverleaf interchange – 8.7 km

Dwarka Expressway construction details

The expressway comprises over 20 flyovers and bridges, two rail overbridges and underpasses, 11 vehicle underpasses, 20 underground pedestrian crossings, and a 2.5-metre cycle or bike path. The project is being developed at Rs. 8,662 crore based on the Engineering, Procurement and Construction (EPC) model.

Work on the Gurgaon section began in November 2019 with a completion deadline of 24 months. Construction work on the Delhi section started in September 2020 and is expected to be completed by mid-2023.

The project has been divided into four packages, two within Delhi, covering 10.10 km, and two within Gurugram, covering 19 km.

  • Package 1: Package 1, worth Rs 1,349 crore, was awarded to J Kumar Infraprojects. It was approved by the Delhi government in July 2020 and the section covers 9 km. The project will cover the IGI Airport and Shiv Murti at Mahipalpur to Bijwasan Road Underbridge. The section will be a part of the upcoming Urban Extension Road II in western Delhi. In addition, it will be linked with the western terminal of the upcoming Rangpuri Bypass connecting with Vasant Kunj at Nelson Mandela Marg.
  • Package 2: The contract, with a value of Rs 1,540 crore, was awarded to J Kumar Infraprojects. The project route covers Bijwasan Road Underbridge to Delhi/Haryana Border with a total distance of 4.2 km.
  • Package 3: The contract was awarded to Larsen & Toubro and has a total value of 1,334 crore. The section covers the Delhi/Haryana border to Basai Rail Overbridge with a total distance of 10.2 km. It will include an 8.5-km, eight-lane flyover, constructed on a single pier.
  • Package 4: The contract is awarded to Larsen & Toubro with a total value of 1,046 crore. It covers the Basai Rail Overbridge to Kherki Dhaula with a total length of 8.8 km. The expressway will become a part of Central Peripheral Road on the southern end and the route ends at Southern Peripheral Road.

Dwarka Expressway New Gurgaon: Speed limit

The NHAI has granted national highway status to the 28-km Dwarka expressway, the horizontal alignment of the expressway is designed for speeds of around 80 km/ hour.

 

Dwarka Expressway: Features

According to NHAI, the expressway has been constructed using two lakh MT of steel, which is 30 times more than the construction of the Eiffel Tower, and 20 lakh cubic metre of concrete, about six times more than that of Burj Khalifa in Dubai.

Further, nearly 12,000 trees were transplanted during the construction, for the first time in India, on such a large scale.

The expressway will feature state-of-the-art technologies such as Intelligent Transport System (ITS), Advance Traffic Management Systems, Toll Management Systems, CCTV cameras, surveillance, etc. This will ensure easy traffic movement and safety of passengers commuting along the route.

The expressway will have a four-level road network with flyovers, tunnels, underpasses, grade roads and elevated roads. A three-lane service road will also be developed on both sides of the road. There will be a unique 34-metre-wide elevated road supported by single pillars over a length of 9 km. The expressway has been designed as an elevated eight-lane access-controlled expressway, the first of its kind in the country.

Dwarka Expressway cloverleaf

The cloverleaf, connecting the Dwarka expressway with NH-48 and SPR is part of the package four – linking from Basai rail overbridge to NH-48 near Kherki Daula.

Currently, several commuters rely on the loop one of the cloverleaf and the ramp along it to commute from Sector 81 to Sector 95, towards Rajiv Chowk in Delhi.

The work on the second ramp has been completed. This will take the traffic from Kherki Daula towards the Dwarka Expressway. The ramp three of the cloverleaf takes the traffic from SPR to Kherki Daula and towards Jaipur. The ramp four takes the traffic from Delhi and Gurgaon towards SPR.

Dwarka Expressway real estate impact

Dwarka Expressway, conceptualised under the Gurgaon Master Plan 2021, was originally planned to link Dwarka in Delhi to Palam Vihar in Gurgaon. It was later extended to the Kherki Daula toll plaza, intercepting NH-48, under Master Plan 2025. The route aims to provide smooth connectivity between Delhi and Gurgaon. It will enable residents of Dwarka and Old Gurgaon to reach Jaipur through the Delhi-Mumbai Expressway in two hours. Presently, the Delhi to Jaipur distance is around 270 km and it takes around three to four hours to cover this distance through the Delhi-Jaipur national highway.

The project witnessed several delays due to land acquisition issues. However, the project steered real estate growth, especially in Gurgaon. The area around this Express highway has seen the launch of new residential and commercial projects.

Various residential sectors and other localities, along the expressway route, will see improved connectivity to Delhi and the international airport. The expressway is well-connected to Gurgaon Cyber City via NH-48 and several IT and ITES hubs, including Udyog Vihar.

Dwarka Expressway to be ready soon: Gadkari

Union transport minister Nitin Gadkari has said that work on Dwarka Expressway and the urban extension road 2, from Alipur in north Delhi to Mahipalpur, will be completed soon. Once ready, the expressway will ease the movement of commuters across NCR and also to other states via the Delhi-Mumbai Expressway. The union minister has directed NHAI officials to complete the project by the end of 2023.

May 18, 2023: Road transport and highways minister Nitin Gadkari today said the country’s first elevated eight-lane access control Dwarka Expressway would be ‘almost completed’ in April 2024.  The 29.6-km project is being built at a cost of Rs 9,000 crore. The expressway will improve the connectivity between Haryana and west Delhi, and to the Indira Gandhi International Airport, Gadkari said. The expressway will be completed in four package, he said.
