The E-Swathu portal helps property sellers to download digitally-signed Form 9 and Form 11, which is an important extract required during property registration

To make land ownership records of rural areas available online, the Karnataka government introduced the E-Swathu platform, which provides property details and related documents, in an aim to reduce forgeries and scams related to land and properties. The portal also regulates registrations of unauthorised layouts.

 

How important is Eswathu in Karnataka?

The major role of E Swathu Karnataka is to maintain the records of ownership and physical details of properties under each gram panchayat jurisdiction. Updating of details, in case of inheritance, transfer of ownership or gift of property, acquisition of land for government projects, court cases, restrictions, liabilities, etc., is also done on the E-Swathu platform. Through this portal, a property owner can share property details with the gram panchayat and other related government departments, courts and town planning offices, to prevent forgery and to maintain records.

Documents available on E-Swathu

There are two documents available on E-Swathu:

  • Form 9
  • Form 11

 

What is Form 9 of E-Swathu?

Form 9, also known as A-Khata document, is created by the gram panchayat, specifically for non-agricultural properties under their jurisdiction. For a gram panchayat to issue Form-9, the property should fulfil the following conditions:

  • It should be legally converted to a non-agricultural property by the Revenue Department Office concerned, as per the Karnataka Land Revenue Act, 1964.
  • It should have sanctions and approvals for plans under the Town and Country Planning Act from the government department concerned.
  • It should be verified by the tahsildar and its location within the gramathana of the village confirmed, via a sketch.
  • It should be issued to beneficiaries of the Basava, Ambedkar and Indira Awaas Yojana government housing schemes.

E-Swathu: Documents required for Form 9

Condition Document required
If the property is said to fall within the Gramathana Gramathana sketch, with the property certificate surveyed and certified by the tahsildar.
If the property in question is claimed to be a converted property
  • Ownership documents.
  • The conversion order that is issued by the Revenue Department.
  • The approval for the plan, given by the competent authority in the Urban Development Department.
If the property has been granted in a government housing scheme Hakku Pathra issued by the competent authority and the sanction order.
Mandatory documents for all three categories Photograph of the applicant and any identity and address proof, such as ration card, PAN card, passport or Aadhaar card.

A property owner needs to submit an application to the gram panchayat, to apply for Form 9. Mentioned above  are the documents required for it. The Gram panchayats are authorised to collect property taxes, these documents make it mandatory for the property owner to pay the tax to the authority.

What is Form 11 of E-Swathu?

Form-11 is also issued by the respective gram panchayat offices for non-agricultural properties under their jurisdiction. It is issued under the Karnataka Panchayat Raj (Grama Panchayat Budgeting and Accounting) Rules 2006 (Rule 30, Amendment Rules 2013). Form 11 is an extract from the Register of Demand, Collection and Balance of land and building.

Use of Form-9 and Form-11 by E-Swathu

Usually, Form 9 and Form 11 are used for property tax collection. Since, gram panchayats are authorised to collect property taxes, these documents make it mandatory for the property owner to pay the tax to the authority. Apart from this, these are mandatory documents for non-agricultural properties, for carrying out property registration. These are important property documents required for selling property in gram panchayat jurisdiction.

E-Swathu: Significance for ‘ಪ್ರಮಾಣ ಪತ್ರದ ಕ್ರಮ ಸಂಖ್ಯೆ in Form-9 and Form-11

Every Form-9 and Form-11 will have a unique certificate number which is printed under heading ‘ಪ್ರಮಾಣ ಪತ್ರದ ಕ್ರಮ ಸಂಖ್ಯೆ’. With this certificate number, one can cross check the genuineness of the form document.  Also, every form-9 and form-11 is issued on secured stationery with a hologram present on it. In addition to having a water mark, each paper is numbered which is printed in the top right hand corner.

How to register/create an account on E-Swathu Portal?

To register on E-Swathu portal, visit https://e-swathu.kar.nic.in/(S(wd2bjymguxhzsfdxxqsiwla4))/Citizen_login.aspx

Click on Create account and then enter details like user name, mobile number, enter OTP, email id, password, password confirm and click on save details.

E-Swathu: How to view Form-9 and Form-11 online?

You can view Form-9 and Form-11 of your property online on the E-Swathu portal, by following the procedure mentioned below:

Step 1: Visit the E-Swathu online platform and click on the ‘Search Property’ option.

Step 2: Select the form you want to search and select the district, block, gram panchayat and village, from the drop-down menu. You can also search the form using the Property ID.

Step 3: The E Swathu Form 9 pdf download (or Form 11, as the case may be) will be saved on your system. The E Swathu document password will be your Property ID.

E-Swathu: Digitally signed Form 9, Form 11

While the applications are filed offline at the gram panchayat office, all forms and extracts are issued online through E-Swathu portal. These forms are digitally signed by the Panchayat Development Office (PDO) and do not require the ink signature of any official. Each certificate issued through E-Swathu has a unique certificate number, which can be used to verify the genuineness of the document.

How to verify digitally signed Form 9 and Form 11?

To check the genuineness of the downloaded form, you can verify the document from the E-Swathu portal by the following method:

Are there any restrictions on the issuance of Form-9 and 11?

There are some conditions basis on which issuance of ESwathu Form-9 and Form- 11 is done.

For Form-9, the property should be falling under:

  • Gramathana Sites or
  • Sites made on approval of authority concerned
  • Sites that are sanctioned under a different government beneficiary scheme

People can get Form-11 for properties that already have Form -9 or properties which may not be under Form-9 but is part of the demand register.
