The Municipal Corporation of Greater Mumbai (MCGM) also known as the Brihanmumbai Municipal Corporation (BMC) supplies close to 3,850 million litres of water daily to Mumbai. Ranked among the largest in the world, the Mumbai water supply system is handled by the Hydraulic Engineer Department, one of the oldest departments of the MCGM. The city gets this water supply from seven lakes and dam reservoirs, namely, Tansa, Tulsi, Vihar, Modak Sagar, Bhatsa, Upper Vaitarna and Middle Vaitarna. This water is then treated according to the drinking water standards mentioned in IS 10500:2012 at four water treatment plants, before being supplied to the city’s households. The MCGM water bill is given to the citizens of Mumbai who have to pay the charges according to their water usage.

 

MCGM water bill details

Billing software that is based on the water charges rules book, is used by the MCGM to generate BMC water bills based on the consumption. The charges mentioned on water bill MCGM differ, according to the type of connections, the reason for the connection and the amount of consumption. Water bill Mumbai is generated based on domestic, commercial and industrial consumption among others. Generated every month or quarterly, on the basis of the kilolitres consumed, MCGM water bills are printed and sent via Indian post to the consumer’s registered address. While most connections in the city are metered, there are some MCGM water connections which, although registered, are not metered. For such connections, where there is no water meter, water tax is levied as a percentage of the property tax that they have to pay in their MCGM water bill. In cases where there is a faulty meter, the MCGM water bill will be generated by a meter inspector, based on estimations after examining the status of the meter, which will be approved by the authorised personnel.

 

MCGM water bill charges rules

Similar to property tax, the MCGM earns a significant part of its revenue from the water tax. The MCGM dispenses up to 150 litres of water per person for domestic consumption and charges a subsidised rate of Rs 5.22 per 1,000 litres. According to the BMC’s 2012 resolution, it can increase tax on water every year by up to 8%. In 2019, the water tax was revised to 2.48 % and thus, the MCGM water bill charges increased from Rs 5.09 per 1,000 litres to Rs 5.22 per 1,000 litres. The MCGM water bill is calculated, on the basis of the assumption that there are five people in one household, resulting in a requirement for 750 litres of water every day. However, there are many societies in Mumbai where the water consumption is more than 750 litres per day. In a bid to reduce water usage and increase the revenue, the MCGM’s administration had proposed, in October 2020, to charge twice the tax on families using between 750 and 1,000 litres a day, and thrice the tax on families using 1,000 litres to 1,250 litres and four times for usage above 1,250 litres. However, the civic body standing committee rejected the proposal.

MCGM water bill: Abhay Yojana

One can log on to www.portal.mcgm.gov.in for water bill details. People, who do not pay their MCGM water bill by the due date, are fined an additional charge of 2% on the pending MCGM water bills every month. However, in a bid to collect the pending dues and provide some relief to consumers, the Abhay Yojana was launched. One can avail of the benefit of the Abhay Yojana till the end of covid-19 pandemic under which they can pay their pending MCGM water bills, without any interest ( additional charges are exempted). However, failure to pay the pending MCGM water bills will result in permanent disconnection of the water supply.

One has to be a permanent resident of the state of Maharashtra to take advantage of the Abhay Yojana. They have to register themselves on the MCGM water bill website. The documents that are required to register online for the Abhay Yojana scheme include:

MCGM duplicate water bill

To get your MCGM water bill duplicate bill, firstly go to https://aquaptax.mcgm.gov.in/ and login with your user ID and password. On the right-hand side of the page, you will see a box with ‘Pay/View bills and Download Receipts’ written on it. As shown in the picture below, from this drop-down menu, choose the ‘Download Bills/Receipts’ option, enter your CCN number and proceed to do MCGM water bill download.

Then, you will be led to another page, as seen in the picture, where you have to enter the CCN number and select the option of ‘Duplicate Bill’ and click on view.

On this page, you can access details including the bill date, bill amount, additional charges, cycle, due date, bill dispute, etc. For water bill online download, click on the printer sign that is seen in the action column. MCGM water bill payment online

To pay MCGM water bill online, login to the MCGM website on https://portal.mcgm.gov.in/irj/portal/anonymous?guest_user=english. At the top of the home page, there is a ticker running (in red) that informs about the Abhay Yojana, as shown in the picture below.

Click on the same to reach https://aquaptax.mcgm.gov.in/. Click on the menu that will lead you to the citizen login page to proceed with the Brihanmumbai Mahanagarpalika water bill. You can login directly if you have the user id and password to make the water bill payment online Mumbai. Otherwise, click on ‘citizen register’ and register yourself first to make the water bill payment MCGM.

Enter the connection number (CCN) and proceed to make the water bill payment MCGM.

Key in the amount to be paid as mentioned in the MCGM water bill, select the mode of payment as ‘online’ and submit to do the MCGM water bill payment. Click on ‘proceed’ when you get a pop-up for ‘Continue for Payment’. Select the preferred payment gateway from debit card, credit card, internet banking, BHIM UPI, etc. and click on ‘Pay Now’.

Alternatively, you can also pay your MCGM water bill by NEFT or SBI VAN transfer (virtual account-based collection). Details of where the MCGM water bill payment has to be made, including the account number and IFSC code, are mentioned in the latest Brihanmumbai Mahanagarpalika water bill. Once a beneficiary is added, it can be used to pay the Brihanmumbai Mahanagarpalika water bill regularly.

MCGM water bill receipt

Once you have made the MCGM water bill payment, you will get the receipt for the same. If you do not get a receipt for the MCGM water bill, you can get a duplicate receipt on the Water Bill Citizen Portal without having to login. Go to the Aqua water tax home page and select download bills/receipts from the drop-down option. Enter your CCN number and proceed to get your duplicate MCGM water bill receipt. Note that in case you encounter a payment error page while making an water bill payment MCGM online even while the bill amount is debited from your bank account, please wait for 3 days and again try to download the MCGM water bill receipt. In case, you are unable to do so contact your bank’s customer care or the payment gateway customer care.

For accessing all the information regarding your MCGM water bill, you may also use the MCGM mobile app.

Select ‘Water Bill’ from the list of options available and you will reach the next page, where you have to enter the CCN number to register and validate the same.

Once this is done, check your name, CCN and site and register the same. After this, you can view your bills and receipts on your mobile app and pay them using the above-mentioned method via online payment.

MCGM water bill: Change of name

One of the biggest concerns of people, is not knowing the procedure to be followed to change the name of an existing water connection to their name and get the MCGM water bill in their name. A visit to the closest municipal corporation office, will help you change an existing name to your name on the MCGM water bill. One has to secure the application form for change of name, duly fill in all the details and submit it, along with photocopies of documents of proof of identity and the processing fees, to the authority in charge. Do carry all the original documents for verification purposes which include:

  • PAN card / Aadhaar card / driving licence.
  • Property ownership certificate.
  • Sale deed of the property.
  • NOC from the property tax vertical.
  • Last MCGM water bill that was paid, to ensure all arrears are paid.
  • Last receipt of the tax paid.

Please also confirm with the authority on need for any other document that has to be submitted. Once done, you will be given a receipt copy. After on-site verification, the authorities will update the status in the system records and the name change will be reflected in the next billing cycle of the MCGM water bill.
