MCD passes proposal on booked properties

March 1, 2024: The MCD has cleared a proposal on booked properties, enabling citizens to get their properties regularised by getting building sanction plans passed and illegal constructions removed. Mayor Shelly Oberoi clarified that ‘booking’ refers to a property getting ‘booked for action’ and if an alteration or addition to an existing building is found violative of the approved building plan, the ‘illegal part’ is marked for demolition. The move aims to streamline the regularisation of properties with transparency and accountability. The proposal will allow citizens to regularise the booked properties by paying the requisite fees and getting the building plan approved. In case additional floors are built, the owners can get those regularised by removing illegal construction or by getting the building plan approved again to keep it in compliance with the building plan in the area.

The MCD is one of the largest municipal bodies in Delhi and caters to around 20 million people. In 2022, the three existing civic bodies, namely the East Delhi Municipal Corporation (EDMC), the North Delhi Municipal Corporation (NDMC) and the South Delhi Municipal Corporation (SDMC), were merged into a single entity called the Municipal Corporation of Delhi.

  • The MCD was trifurcated into three municipal corporations on January 13, 2012. The EDMC has 64 wards while the NDMC and SDMC have 104 municipal wards each.

Municipal Corporation of Delhi: Ward committees

Each zone of MCD comprises a ward committee constituted of all the ward’s elected council members. The ward committees are formed to provide solutions for local issues and enable decentralisation of authority in administration.

Standing Committee: The Standing Committee has 18 members and is the highest decision-making executive body. It is responsible for handling finances and projects as well as drafting regulations and policy implementation. It can form sub-committees to handle matters related to parking, education, environment and others.

  • New users must register on the portal by clicking on ‘New User Click Here For Signup/Registration’.

  • Enter the registered mobile number. Click on ‘Generate OTP’.
  • Submit the OTP. Click on ‘Login’.

  • Click on ‘Actions’ and ‘Pay Tax’.

  • A message will appear stating ‘Is there any modification/change in the property/owner details from the last tax paid’.
  • Click on ‘Yes, I want to edit before I pay’ to make changes or on ‘No, I want to pay’ to proceed.
  • You will be redirected to the Tax Calculator page with the property The rebate percentage is displayed.
  • Verify the details. Click on ‘Download PDF’and ‘Pay Tax’.
  • Choose the preferred payment mode – Credit card, debit card or net banking. Click on ‘Pay now’.
  • Once the payment is made, the status shows as ‘Success’.
  • A receipt will be generated. Download it for future reference.

In 2019, the MCD entrusted the National Informatics Centre (NIC) with the task of developing e-gov applications. The NIC has developed several municipal applications.
